Job Description
Hiring Range: $90,000 - $102,000 Annually
Help improve the health and lives of North Dakota citizens by helping ensure health information can move securely, reliably, and effectively across the state.
North Dakota Health Information Network (NDHIN) is hiring a Health IT Technical Lead to oversee the technical operations that support statewide health information exchange. In this role, you will work with healthcare organizations, state partners, vendors, and NDHIN staff to understand technology needs, develop and maintain integrations, troubleshoot technical issues, and help ensure health information is available securely when and where it is needed.
You will be part of a team supporting an important statewide health information exchange. The work requires someone who can understand both the technical details and the business needs behind them, communicate effectively with technical and non-technical audiences, and keep complex projects moving toward a successful outcome.
Day to day, that means a mix of technical leadership, integration and interface management, vendor coordination, testing, troubleshooting, and stakeholder engagement.
What You Will Do
• Lead the technical operation of NDHIN applications, interfaces, and health information exchange services.
• Work with stakeholders and vendors to understand requirements and design practical technology solutions that support the secure exchange of health information.
• Lead user acceptance testing and solution validation, making sure applications and interfaces are complete, functional, and ready for production.
• Evaluate system readiness and approve the transition of applications and solutions into production within your area of responsibility.
• Manage the day-to-day technical operation of NDHIN services, including Direct and query-based exchange, image exchange, and other services provided through the network.
• Direct and coordinate NDHIN vendors, monitor performance against contracted expectations, and ensure systems and services are implemented and operated securely and on schedule.
• Troubleshoot technical issues, coordinate resolution with vendors and stakeholders, and restore service when connections or interfaces require maintenance or intervention.
• Manage vendor resources and project change requests, helping ensure changes are evaluated, coordinated, and implemented effectively.
• Help stakeholders translate business and health information exchange needs into clear technical requirements and solution approaches.
• Lead technology and interface solutions that meet the needs of NDHIN participants while supporting the broader goals of statewide health information exchange.
What Strong Candidates Bring
If you have worked as an integration engineer, systems engineer, solution architect, health IT professional, technical project lead, application administrator, interface analyst, or technology lead, and part of your job involved connecting systems, evaluating technology solutions, working with vendors, or solving complex technical problems, that experience can carry over well here.
Why This Work Matters
If you enjoy solving technical problems, working with people, connecting systems, and seeing technology make a practical difference, this is an opportunity to help shape how health information is exchanged across North Dakota.
Location and Travel
• This position can be based anywhere in North Dakota, or in a border community such as Moorhead, MN or East Grand Forks, MN.
• If you live within 50 miles of the Bismarck or Fargo office, you will work on site one day a week, and remotely the rest of the time.
• If you are located outside of 50 miles from our offices, you will work remote, with occasional travel to state offices as needed.
Minimum Qualifications
To be considered for this position, you will need to have a bachelor’s degree with a major in computer science, computer or management information systems, healthcare technology, or a field closely associated to those listed and two years of work experience involving business analysis activities such as user acceptance testing, data analysis, documentation, solution assessment, etc.
Additional work experience as described may substitute for up to two years of the education requirement on a year-for-year basis.
