The Data Analyst Supervisor/Expert plays a crucial leadership role in overseeing and managing the strategic use of data analysis across multiple projects within the State of Arkansas government. This position is responsible for supervising and mentoring a team of data analysts, setting strategic goals for data initiatives, and ensuring that data analysis meets the needs of various state agencies. The Data Analyst Supervisor/Expert must possess advanced data analysis skills, leadership capabilities, and an in-depth understanding of the state's data systems and infrastructure.Primary Responsibilities
The assignment of supervisory duties is determined by the hiring agency's operational needs. Non-supervisory roles will serve as senior technical experts.
Lead and supervise a team of data analysts, data scientists, and related staff, ensuring quality, accuracy, and timeliness of data-driven projects.
Design and implement data strategies to support complex government operations and policy decisions.
Manage large-scale data analytics projects, ensuring the collection, analysis, and dissemination of high-quality data.
Oversee the development of automated data collection processes, dashboards, and data visualization tools for state departments.
Collaborate with other state agencies and external stakeholders to align data analytics efforts with state policy objectives.
Develop and enforce data governance policies and standards to maintain the security and privacy of sensitive data.
Provide expert-level consultation to agency leadership on data-driven decisions, reporting, and strategic planning.
Conduct complex data analysis and statistical modeling to support decision-making at the highest levels of government.
Train and mentor junior data analysts, fostering professional growth and ensuring the team stays up to date with the latest data technologies and techniques.Knowledge and Skills
Data analytics methodologies, statistical techniques, and advanced data modeling.
Database management systems, data warehousing, and cloud-based data environments.
Leadership and team management, with the ability to motivate and develop staff.
Expertise in data analysis tools such as Python, R, SQL, and data visualization tools like Tableau or Power BI.
Excellent communication skills, both written and verbal, with the ability to present data insights to non-technical stakeholders.
Ability to work effectively across teams and manage multiple high-priority projects simultaneously.
Ability to interpret and translate data insights into actionable strategies for government operations.Minimum Qualifications
Bachelor's or master's degree in data science, computer science, statistics, or a related field preferred. At least six years of experience in data science, machine learning, or advanced data analysis.Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series.
