IF YOU APPLIED UNDER THE PREVIOUS POSTING WHICH WAS OPEN FROM MARCH 23, 2026 TO APRIL 5, 2026, YOU CANNOT SUBMIT A NEW APPLICATION.Are you an experienced engineer who has a desire to take your career in a new and exciting direction?  The Pennsylvania Department of Environmental Protection (DEP) is eager to welcome an innovative Civil Engineer Manager (Hydraulic) to join the Bureau of Permitting Coordination, Major Projects Permitting Division (MPPD).  Here, you will serve as the Section Chief for the Encroachments Section where you will oversee the issuance of decisions related to Chapter 105 Water Obstruction and Encroachment Permits.  If you want to make a lasting impact within your community while leading the teams that keep Pennsylvania safe and productive, we want to meet you!
DESCRIPTION OF WORK
As the Civil Engineer Manager, you will provide direct supervision to a technical staff comprised of three engineers, one aquatic biologist supervisor, and six aquatic biologists.  You will prioritize and delegate work to ensure proper completion in accordance with established priorities and current legislation, primarily involving permitting. Excellent leadership skills are vital, as you will facilitate various meetings; provide technical guidance to staff regarding the application of applicable laws, rules, and regulations; as well as provide detailed training plans for employees to enhance comprehension.  In addition, you will provide program oversight for the review of all Water Obstruction and Encroachment permit applications to ensure completeness, technical adequacy, and conformance to program standards.  This process may also include conducting pre-application meetings with prospective permit applicants and their consultants.  You will exercise your analytical skills to suggest new strategies or adjustments to existing permitting strategies, and identify any issues and recommend solutions to reduce workload and improve overall program efficiency. Interested in learning more?  Additional details regarding this position can be found in the position description.Work Schedule and Additional Information:Full-time employmentWork hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.This position requires travel to other regional offices and permitted sites.Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.  In order to telework, you must have a securely configured high-speed internet connection and work from an approve
