Director of Emergency Management and Disaster Preparedness

Job Description

Reporting to the Director of Law Enforcement, the Director of Emergency Management and Disaster Preparedness directs the agency's emergency management and disaster preparedness functions. Responsibilities include: program planning and evaluation; policy formulation, development and implementation; staff supervision, development and training; and adherence to and implementation of federal and state mandated laws, rules, regulations and reporting requirements. This position functions as a liaison on disaster / emergency management issues with other state agencies (Emergency Management Office, Department of Health, Department of Environmental Conservation, Department of Homeland Security and Emergency Services), and at the federal level, the Department of Homeland Security and the Federal Emergency Management Agency.
The duties of this position will include but are not limited to the following:
• Sets standards for the program area, including: staffing, operations, training, budgets and spending plans.
• Formulates policies and guidelines regarding emergency management and disaster preparedness programs and reviews and comments on legislation related to these areas.
• Manages the statewide emergency response and disaster preparedness program for OPRHP.
• Directs and coordinates the OPRHP Emergency Support Team assigned to the Emergency Management Office during emergency events.
• Serves as the liaison to the Emergency Management Office and other local, state and federal agencies during emergency and disaster events.
• Administers the Federal Emergency Management Agency (FEMA) and Housing and Urban Development (HUD) disaster recovery programs for OPRHP.
• Manages other functions as assigned by the Director of Law Enforcement and Commissioner.

Minimum Qualifications:
Eleven years of experience in any of the following categories: marketing, contract negotiation or administration, financial administration, budget administration, business administration, or public administration. At least two years of this experience must have been at a managerial level*.
Education may be substituted for experience:
- Associate degree may substitute for two years of specialized experience;
- Bachelor's degree may substitute for four years of specialized experience;
- Master's degree may substitute for five years of specialized experience;
- J.D. may substitute for six years of specialized experience;
- Ph.D. may substitute for seven years of specialized experience
*The two years of experience must have been at a managerial level and cannot be substituted.
