Plant Superintendent C (NY HELPS)

Job Description

Under the direction of the Administrator, the Plant Superintendent C will oversee the daily operations of the physical plant and maintenance department. This includes planning, supervising, coordinating, and directing the activities of staff in the installation, operation, maintenance, troubleshooting, repair, testing and calibration of mechanical and electrical equipment providing heat, hot water, ventilation, air-conditioning, water/sewage treatment, and electrical distribution. The Plant Superintendent C will administer all maintenance contracts for primary building systems. They will manage staff, including contract staff while on-site, by establishing work priorities, overseeing work in progress, ensuring timely completion of projects, and reviewing completed work to assure quality and adherence to instructions/contract. The Plant Superintendent will be the immediate supervisor of skilled and semi-skilled tradespersons, including recruitment and selection, training, performance evaluations, and managing time & attendance. The Superintendent will also develop, review, amend, and ensure the implementation of policies and procedures related to facility physical plant and maintenance operations. In addition, the Superintendent will ensure that facility structures and systems remain in compliance with federal and state regulatory agencies, addressing and remediating any deficiencies as expeditiously as possible. The Plant Superintendent C will perform various fiscal tasks for the physical plant and maintenance department by preparing annual budgets, allocating and reallocating staff and fiscal resources, determining purchasing needs related to buildings and grounds maintenance, approving and signinh purchase orders, and meet with the Business Officer or facility administration to review expenditures against budgets.

Minimum Qualifications:
Transfer Candidates: Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service in a position eligible for transfer under Section 70.1 of the Civil Service Law to a Plant Superintendent C, Grade 21.
Promotion Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service as a Building Maintenance Supervisor 2, Maintenance Supervisor 2 (Building), Maintenance Supervisor 3, or Plant Utilities Engineer 3;
OR
Building Maintenance Supervisor 1, Maintenance Supervisor 1 (Building), Maintenance Supervisor 2, Plant Utilities Engineer 2, Public Buildings Manager 2, or Regional Park Maintenance Supervisor.
If less than three interested and qualified New York State Department of Health employees serving in the direct-line, lower-level title(s) within the agency apply to this opportunity, the agency may make a non-competitive appointment under the NY HELPS program.
Open Competitive HELPS qualifications: Six years of experience in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant, which must include management of daily plant operations including procedure development, budget planning and workforce allocation, efficiency, and enforcement of codes and standards; capital planning of construction/rehabilitation projects; and/or contract management of building maintenance/construction/rehabilitation projects and grounds.
**Substitution:
Associate degree may substitute for two years of specialized experience.
Bachelor's degree may substitute for four years of specialized experience.
Master's degree may substitute for five years of specialized experience.
J.D. may substitute for six years of specialized experience.
Ph.D. may substitute for seven years of specialized experience.
Preferred Qualifications: The preferred candidate will have relevant experience working in a nursing home.
