Job Description
Acts for the District Deputy Director (DDD), by assisting in the overall operations of the District. Provides program direction by relieving superior of variety of difficult administrative duties & formulates & implements program policy (e.g., District Strategic Operation Plan/Program, including development of goals & objectives consistent with the Department Mission). Acts for District Deputy Director in the role of Customer Inquiries Management System Coordinator (CIMS), by planning, coordinating, promoting, & directing assistance & informational services throughout the District by responding to complaints, inquiries, & requests using a computer & related software (e.g., Microsoft Office). Researches & responds to inquiries & complaints, furnishes information & explains programs & projects to motoring public, government officials, & property owners. Develops policies & procedures which establish production standard for District work units; changes District policies &/or procedures as necessary to ensure proper & efficient implementation of District Strategic Operating Plan/Program. Serves as liaison between & on the behalf of the District Deputy Director & other department Administrators (i.e., Planning & Engineering, Highway Management, Business & Human Resources, Construction) by contacting the motoring public, government officials & property owners via telephone, letter, or travels to address customer service problems & complaints in person. Utilizes quality principles & initiatives as part of routine operations. Organizes meetings with staff &/or local & state government agencies on behalf of the DDD.
Analyzes & evaluates District programs, policies & procedures (e.g., assists DDD in establishing policies & procedures for disseminating information on core business practices to vendors, consultants, contractors & elected officials). Reviews District employee's responses to Quality of Work Life (QWLS) & Upward Feedback Survey; meets with Administrators & supervisors to establish goals & develop action plans to improve work issues that received negative responses, monitors progress in achieving QWLS goals (e.g., conducts periodic surveys & focus groups; establishes & implements reporting procedures; develops reports using computer & related software (e.g., Microsoft Excel) to convey requested information; reports progress to DDD & Administrators). Assists with the Ohio Award for Excellence (OAE), Total ODOT Performance (TOP) Award & other organizational award efforts (e.g., contacts necessary personnel for involvement; formulates & compiles all requested data). Manages business functions of office. Acts for DDD by assisting in overall operations of District (e.g. assists in establishing & implementing District Business Plan & Critical Success Factors, including development & reporting of short & long- term goals & objectives consistent with strategic initiatives). Monitors verbal & written correspondence for DDD. Coordinates public speaking engagements for DDD & assists with preparing presentations & speaking points. Uses computer (e.g., Microsoft Windows Operating System) to post information on shared computer drives (e.g., staff meeting minutes, District policies). Furnishes information & assists Public Information Officer (PIO) with public information & news media requests.
Prepares sensitive & confidential correspondence using computer & related software (e.g., Microsoft Word) for DDD's signature in response to inquiries from legislators, District or Central office personnel, & the general public. Assists District Labor Relations Officer by providing administrative support as needed. Acts as coordinator regarding planning & execution of special District Events (e.g., Roadeo, Legislative Days, Annual Meeting, Bring your Child to Work Day, groundbreakings, ribbon cuttings, regional meetings, employee related events). Acts as or assists District Legislative Coordinator (e.g. meets with legislators &/or legislative aides in order to provide updates regarding policies, program, etc. & responds to constituent inquiries). Performs other related administrative duties as assigned by DDD (e.g., greets visitors, operates state vehicle to attend seminars & workshops, serves on committees as assigned).

4 yrs. trg. or 4 yrs. exp. in business administration management science or public administration.
-Or completion of undergraduate core program in business administration, management science or public administration; 2 yrs. trg. or 2 yrs. exp. in supervisory, administrative &/or managerial position.
