Job Overview
Leads the financial planning, execution, and oversight of one or more government programs. This role ensures compliance with Federal Acquisition Regulations (FAR), the Cost Accounting Standards (CAS), corporate policies, and contract requirements. Partners closely with Program Management, Contracts, Operations, and Corporate Finance to support strategic decisions, optimize financial performance, and maintain audit readiness.
Responsibilities
Key Responsibilities:
Lead all program financial activities, including planning, forecasting, budgeting, and reporting for assigned government contracts.
Develop and manage program cost baselines, Estimates at Completion (EACs), Estimates to Complete (ETCs), and funding profiles.
Monitor program performance using metrics such as cost variance, schedule variance, indirect rates, and staffing forecasts.
Prepare monthly program financial reviews and present results to senior leadership and program stakeholders.
Support program managers in identifying risks, opportunities, and cost‑savings strategies.
Ensure compliance with FAR, DFARS, CAS, internal controls, and corporate financial policies.
Develop and maintain Work Breakdown Structures (WBS), charge numbers, and program financial structures.
Perform revenue recognition in accordance with contract type and accounting standards.
Support audits (internal and external), providing documentation and cost justifications.
Partner with Contracts and Subcontracts teams to support contract mods, pricing actions, and funding reconciliations.
Mentor junior analysts and contribute to the development of program finance procedures and tools.
Maintain risk registers and monitor mitigation plans.
Job Requirements
Mandatory:
Education: Bachelor's degree in accounting, finance, business, or related field.
Experience: 8-12+ years in project controls within government services, engineering, or construction; 5+ years leading a controls function.
Earned Value Management (EVM) analysis; DOE/DOD EVM knowledge preferred.
Strong Excel and PowerPoint skills.
Preferred:
PMP or equivalent preferred.
Strategic thinking and problem-solving with strong organizational skills.
Leadership: ability to mentor teams and resolve conflicts.
Excellent stakeholder management and reporting.
Analytical mindset for schedule and cost forecasting, variances, and trends.
