Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number T5636P01 and is part of the 109TH AW, National Guard. This vacancy does not meet the criteria for appointment of annuitants. Veterans' preference does not apply to this vacancy due to internal merit promotion.

Duties

As a FINANCIAL MANAGEMENT ANALYST, GS-0501-11, you will plan, coordinate, and perform comprehensive Accounting and Financial Management analysis, decision support and quality reviews, of base level accounting and financial management programs.

Education

Minimum Educational Requirement: Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. OR Must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., in a related field OR Combining Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a four year degree in a related field to the position. Graduate Education: Education at the graduate level in an accredited college or university. Undergraduate Education: Successful completion of a full 4-year course of study. You must provide Official Transcripts or as documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

Additional Conditions of Employment: This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1). This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Requirements

GENERAL EXPERIENCE: Experience in collecting and analyzing data effectively, efficiently, and accurately; applying procedures and directives by reading and interpreting program material; presenting formal training presentations and briefings; preparing reports and presentation formats. SPECIALIZED EXPERIENCE: Must have one year equivalent to at least next lower grade level. Must have experience and knowledge of related financial regulations and rulings covering diverse types of pay transactions to typically function as a technical authority for the resolution of an extensive range of issues or problems. Experience and knowledge of the overall DFAS mission and functions, operation, and relationships to other agencies to respond to special inquiries and task organizations for information and responses. Must have experience of multiple financial and accounting systems in order to perform studies related to management improvement, productivity improvement and management controls to analyze and evaluate criteria for the enhancement of all assigned Pay programs (Military Pay, Civilian Pay, Accounts Payable, and Travel Pay). Ability to apply fact-finding and investigative techniques. Must have experience with automated financial systems to participate in a variety of required operations audits and analytical reviews related to pay entitlement determinations.
