Job Description
Under the general direction of the Commissioner, Agency head or designee, the Director of Management Information Systems (MIS) oversees the efforts of the data & analytics team to accomplish departmental objectives through information management. It involves working directly with senior management to define specific information requirements and assess/improve current data collection and infrastructure to assist with achieving business goals.
The Director of MIS provides department-wide direction in areas of business intelligence and information management solutions and has access to privileged, confidential and sensitive information. Work is reviewed through meetings and conferences to ensure technical priorities are being met.
This position requires a confidential relationship to the policymaker.
Conducts technology and operational analysis of each division, provides data-driven insights, and recommends solutions to enhance efficiency of business processes and performance.
Builds tools to automate data collection, visualization, and reporting.
Ensures data integrity of information systems by performing regular system audits. Leads the compilation, analysis, and interpretation of data affecting department’s federal requirements and negotiated goals.
Oversees the preparation of comprehensive reports required by federal and local programs. Identifies new BI platforms that drive a higher level of data democratization, self-service analytics, and overall growth in digital capabilities within the department.
Provides support for routine and ad-hoc data requests. Integrates various datasets to create a single, unified source of all departmental activity, operational analysis, and advanced analytics.
Establishes performance objectives of essential application software; works with vendors to ensure quality of work/service and timely project completion; coordinates implementation with management.
Supervises employees of the Reporting and Analytics division or MIS unit, assigns tasks, and projects, and establishes KPIs to measure the effectiveness of activity within the division/unit. Acts as liaison with various government agencies to facilitate information sharing.
Performs other related duties as required.A Master’s Degree in Computer Science, Management Information System, Mathematics/Statistics, or any closely related field and four (4) years of progressively responsible experience involving the administration of information systems and technology, two (2) years which must have been in a supervisory capacity.

A Bachelor’s Degree in Computer Science, Management Information System, Mathematics/Statistics, System Design or any closely related field and six (6) years of progressively responsible experience involving the administration of information systems and technology, four (4) years which must have been in a supervisory capacity.
OR
An Associate’s Degree in Computer Information Systems, Computer Programming or any closely related field and eight (8) years of progressively responsible experience involving the administration of information systems and technology, six (6) years which must have been in a supervisory capacity.
FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of various networking environments such as but not limited to Windows NT Server, Windows NT Workstation, Windows 98, Windows 2000 Professional, Transmission Control Protocol/Internet Protocol, Dynamic Host Configuration Protocol, Windows Internet Name Service.
Knowledge of Network Analysis and design.
Knowledge of the methods and techniques of preparing networking diagrams and documentation.
Knowledge of relational database management systems (RDMS) such MS SQL Server or Oracle.
Skill with leading BI, analytical, and visualization tools such as Tableau, Power BI, etc.
Skill with at least two high-level programming language. Analytical aptitude with an emphasis on investigative, methodical critical questioning, and logical thinking; a data-driven decision maker
Ability to effectively use the Microsoft Office Suite (Word, Excel, PowerPoint, Access, Visio, and Outlook) with high proficiency in MS Word, Excel, and PowerPoint. Research, analytical, planning, and organizational skills
Ability to effectively network with stakeholders internally and externally. Ability to speak and write clearly and concisely.
Ability to work independently, exercise professional judgment, and have discretion.
FACTOR 2- SUPERVISORY CONTROLS
Work is assigned by a higher-level officer or designee but the incumbent sets overall work. Work is reviewed to check priorities for completeness and compatibility. The incumbent is expected to perform with considerable independence of action and exercise a high degree of initiative and creativity. Work is spot check for technical quality being performed.
FACTOR 3- GUIDELINES
Guidelines include general standards and directives, as established within the industry and the user agency, manuals on legal procedures as outlined for the USVI, the Virgin Islands Code, Standard Operating Procedures (SOP) for the department/agency, and technological processes.
FACTOR 4- COMPLEXITY
The incumbent is responsible for analyzing data of highly complex software systems and providing necessary technical guidance and assistance on unusually difficult or novel problems. This work requires the ability to manage and supervise the resolution of complex data requests within the operation of information systems. For Use by Multiple Agencies (M/A)
FACTOR 5- SCOPE AND EFFECT
The purpose of work is to provide analytical and reporting support to all units/divisions within the department/agency, improve data democratization and automation, assist with the completion of internal and external projects involving data requests, and make recommendations to senior management.
FACTOR 6- PERSONAL CONTACTS
Contacts are made with IT personnel, coworkers, senior management, GVI employees, and vendor representatives.
FACTOR 7- PURPOSE OF CONTACTS
Contacts are made to resolve IT issues, data reporting, and to obtain or supply information.

Work is mostly sedentary and involves lifting, carrying, standing, bending, pushing, stooping, kneeling and reaching during the course of work.

Work is performed in an office setting but requires offsite travel.
