Under minimal supervision, this position exercises considerable latitude in performing contract and/or procurement analysis to ensure compliance with regulations, contractual requirements and Company policy. Serves as a subject matter expert and trusted advisor on complex procurement compliance matters and plays a key role in strengthening the effectiveness, consistency, and audit readiness of the procurement compliance function. DUTIES AND RESPOSNIBILITIES: Analyzes data and complex business situations and develops innovative, practical solutions to problems of unusual complexity; advises management and functional stakeholders on actions to be taken. Serves as a subject matter expert on procurement compliance and provides guidance on the interpretation and application of federal regulations, contractual requirements, and Company policies. Provides risk-based guidance on complex procurement matters, balancing regulatory and contractual requirements with business objectives and operational needs. Compiles and analyzes procurement and compliance data to identify trends, recurring deficiencies, systemic risks and areas for process improvement; develops new standards, controls or techniques as required. Develops, implements, maintains and audits policies, procedures and associated documentation to promote consistent and compliant procurement practices. Evaluates procurement processes, documentation and internal controls for compliance effectiveness and audit readiness and recommends appropriate corrective actions and process improvements. Maintains awareness of regulatory and contractual changes and evaluates their impact on procurement policies, procedures, systems and business practices. Serves as a key resource for internal and external audits, government reviews, self-assessments and other procurement oversight activities and supports the development and implementation of corrective actions. Partners with Procurement, Supply Chain and other functional stakeholders to promote accountability, consistent application of requirements, and continuous improvement across the procurement compliance function. Represents the organization as a prime consultant and technical spokesperson on assigned procurement compliance matters and may make internal or external presentations as required. Provides technical direction, mentoring, and guidance to professional or technical staff and may participate in the selection, development, and training of staff. Maintain strict confidentiality of sensitive information. Performs other duties as assigned.
