THE POSITION
Do you have experience managing and overseeing information technology initiatives, systems, and operations? Can you lead an organization's IT operations by providing vision, strategic planning, and advising on both existing and emerging technologies? The Pennsylvania Public School Employees' Retirement System (PSERS) is searching for a Leader to be our next Chief Information Officer 2 to bring initiative, collaboration, and strategic foresight to our agency. If you have experience directing enterprise systems management and executive level leadership in a complex information technology role within a public sector organization, we want you for the PSERS team! The mission of PSERS is to be a partner with our members to fulfill the promise of a secure retirement. We deliver on that promise by maintaining a financially sound fund of approximately $84 billion and supporting over a half million members and their school employers with excellent customer service. This position will play a contributing part in ensuring PSERS fulfills its mission.  PSERS is located in Harrisburg, PA, a mid-size city situated along the Susquehanna River. The Harrisburg area is affordable and near many attractions including Hershey, and it is only two hours from major cities like Philadelphia, Baltimore, and Washington D.C.
DESCRIPTION OF WORK
The Chief Information Officer (CIO) reports directly to the Deputy Executive Director of Administration. This role requires considerable independent judgement and decision-making with input from all stakeholders. Responsibilities include but are not limited to developing a high-performing IT team; operationalizing a comprehensive information technology strategy that aligns with the agency's mission, goals, and requirements; developing IT objectives, performance measures, methodologies, procedures, and customer service levels designed to enhance business results; preparing the IT budget; making recommendations on the allocation and assignment of budgetary resources to improve operational effectiveness; serving as PSERS' active liaison to the Office of Administration, Office of Information Technology (OA-OIT), creating clear sightlines to all significant Commonwealth enterprise IT initiatives; and collaborating with leadership throughout the agency  to develop and maintain an enterprise IT risk management.  A successful candidate for this role will be skilled in current technologies and proactively i
