Associate Health Planner (NY HELPS)

Job Description

The incumbent will advance patient health, safety, and wellbeing through their support of two programs: the New York Patient Occurrence Reporting and Tracking System (NYPORTS), which captures adverse event reports from health care facilities, and supporting work of the Bureau of Patient Advocacy and Wellbeing, including implementation of Community Benefit Spending reporting by hospitals and hospital compliance with Financial Assistance Laws. Specifically, the incumbent will: Monitor, review and approve facility user account requests for the NYPORTS program; assist with managing the annual Community Benefits reporting process by Article 28 health care facilities; support the management of complaints received by the Bureau of Patient Advocacy to evaluate and respond within required timeframes; Perform program surveillance and analysis of submitted events and reports; Develop reports to communicate to licensed health care facilities, including but not limited to developing content for quarterly newsletters to communicate the Department's conclusions from analyzed event data including patterns of systematic failures and recommendations for corrective actions; Participate and manage the progress of program modernization efforts such as the revision of educational and training materials, reporting guides and the development of reporting systems; conduct research on trending topics to inform program planning, policy and guidance; and create report templates, conduct outreach with stakeholders, and collect and aggregate data and prepare reports for regulatory agencies.

Minimum Qualifications:
Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent competitive service as an Associate Health Planner, SG23 OR current DOH employee with one year of permanent or contingent-permanent competitive service in a title SG21 or higher and eligible to transfer under Section 52.6 of the NYS Civil Service law.
Non-Competitive Candidates via NY HELPS: Seven years of experience where your primary duty was performing two of the five activities below:
Health services research and analysis of health care systems resources, beds, services allocations, or processes of care.
Demographic or economic analysis for projecting need for health care facilities and services.
Analysis of health care resources, staffing needs, usage patterns, health services quality, or patterns of clinical care.
Health care policy development and analysis on a statewide, regional, or county basis.
Preparation or review of CON applications in a State regulated health care facility or governmental agency.
Substitution: An associate degree may substitute for two (2) years of experience; a bachelor's degree may substitute for four (4) years of experience; a master's degree may substitute for five (5) years of experience; and a doctorate may substitute for six (6) years of experience.
Preferred Qualifications: Experience monitoring adverse event reporting by licensed health care facilities on the Health Commerce System; Experience handling complaints from patients, patient representatives, and other stakeholders, from intake through response; Research, data collection and analysis experience; Experience developing reports to communicate to licensed health care facilities, regulatory agencies, and other stakeholders; Experience planning, organizing and directing programs and project to ensure efficient and effective delivery of services and correspondence and identification and initiation of modernization efforts.
