Job Description

Under the general direction of the Administrator of Senior Citizen Affairs (SCA), this position provides assistance and support to the Administrator in managing the Senior Citizen Affairs program, including planning, organizing, directing, and coordinating all administrative functions related to accounting, budgeting, fiscal management, personnel, and operations.

Functions within a broad framework of existing laws, policies, rules, and regulations. Work is reviewed through conferences, meetings, evaluations, and reports.

This position requires a confidential relationship to a policymaker.Provides assistance with planning, organizing, and coordinating administrative functions related to accounting, budgeting, fiscal management, personnel, and operations to ensure efficient and effective functioning within the framework of divisional needs and in accordance with rules, laws, regulations, and policies.

Generates reports to prepare budget estimates for the division and recommends budget priorities and expenditure controls.

Provides assistance in disseminating governmental and departmental policies to ensure divisional adherence and communicates relevant information to the public as needed.

Distributes territorial audit reports to the staff and implements recommendations.

Provides guidance and supervision to the division’s staff as needed.

Consults with federal and local officials on funding and other pertinent matters.

Represents the department at various meetings, seminars, and conferences, as well as on boards and commissions, in the absence of the Administrator.

Prepares monthly and other required reports.

Performs other duties as assigned. Bachelor’s degree in Business or Public Administration, Social Work, or a related field with six (6) years of progressive work experience in Social Work or related capacity including three (3) in a supervisory role.FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
Knowledge of principles and processes for providing customers and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
Knowledge of administrative and office procedures and systems such as word processing, managing files and records, stenography, and transcription, designing forms, and workplace terminology.
Skill in organizational development.
Skill in computer operations.
Skill in interpersonal communication.
Skill in operational management.
Ability to draft, compile, and prepare reports.
Ability to maintain confidentiality in the performance of work and handling sensitive information.
Ability to communicate effectively orally and in writing.

FACTOR 2- SUPERVISORY CONTROLS
Work is supervised by the Administrator of Senior Citizen Affairs (SCA) and reviewed through submitted reports and conferences to discuss issues and concerns. Incumbent is given considerable latitude to carry out responsibilities within broad guidelines.

FACTOR 3- GUIDELINES
Guidelines include local and federal laws applicable to senior care management, GVI rules and regulations, and departmental policies and procedures.

FACTOR 4- COMPLEXITY
Work is varied in nature. Incumbent seeks guidance from management to determine what actions should be taken within established limits and adjusts when necessary.

FACTOR 5- SCOPE AND EFFECT
The purpose of the work is to provide administrative support within the division and handle special projects assigned by the Administrator.

FACTOR 6- PERSONAL CONTACTS
Contacts are management, department personnel, senior level government officials, representatives from other government agencies, and the public.

FACTOR 7- PURPOSE OF CONTACTS
Contacts are made to provide administrative support to the Senior Citizen Affairs (SCA) program, supervise the staff, and consult with stakeholders.

FACTOR 8- PHYSICAL DEMANDS
Work is primarily sedentary, but some walking and standing is required.

FACTOR 9- WORK ENVIRONMENT
Work is performed in an office setting and in the field, with varying environments during site visits and meetings at other agencies.
