Program Overview:
Noblis is positioned to provide technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) in the Science and Technology (S&T) Directorate. The DHS S&T Directorate is the primary research and development arm of DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE).

Responsibilities:
The Strategic Events Analyst will
provide analytical, planning, and operations support
to a front office organization within the Department of Homeland Security's (DHS) Science & Technology Directorate (S&T). This organization is responsible for planning and executing senior-level and strategic engagements across industry, interagency, international, Congressional, and intelligence community partners across all homeland security science and technology mission areas.

This position will conduct end-to-end planning and coordination for external engagements outside the National Capital Region, analyzing and advising the proper sequencing of events to meet strategic goals. The analyst will provide solutions for complex scheduling, budgetary, and logistical problems that require in-depth knowledge of federal travel regulations and DHS operational policies and conduct financial analysis of travel expenditures resulting in data-driven optimization of travel operations. This position applies analytical methodologies to streamline travel processes, identify cost efficiencies, and ensure leadership travel aligns with the office's strategic engagement priorities. The analyst will evaluate travel patterns, develop planning frameworks, and produce actionable recommendations that maximize the impact of senior leader engagements across industry, interagency, international, and congressional stakeholders.

The successful candidate will be self-motivated, operate well in a matrixed environment, effectively manage competing priorities, and be comfortable exercising independent judgment in communication with external stakeholders and senior leadership. This individual must be proactive-comfortable proposing process improvements, identifying efficiencies, and personally owning execution from concept through delivery.

This is currently a hybrid position with a blend of on-site and remote work, requiring staff to be on-site at the DHS S&T client site in Washington D.C. as needed. Applicants must be able to regularly commute to Washington D.C.

Responsibilities include, but are not limited to:
Analyzing travel expenditure data to identify cost trends, forecast budget requirements, and develop recommendations on cost-optimization strategies for front office travel operations.
Coordinating end-to-end travel logistics for front office leadership, including itinerary development, transportation, lodging, and venue arrangements for domestic and international engagements.
Developing and maintaining travel planning frameworks, templates, and standard operating procedures to institutionalize efficient travel coordination processes.
Producing financial analyses and summary reports on travel spending, comparing actuals to budget allocations and flagging variances for leadership review.
Conducting pre-trip research and analysis on engagement venues, stakeholder organizations, and logistical considerations to inform leadership preparation and maximize engagement outcomes.
Tracking and analyzing travel metrics (e.g., cost-per-trip, lead times, cancellation rates) to identify process improvements and brief findings to front office leadership.
Coordinating with external stakeholders, government travel offices, and vendors to resolve logistical issues and ensure compliance with federal travel regulations (FTR) and DHS travel policies.
Supporting the development of trip-specific briefing materials, including background research on meeting participants, organizational profiles, and engagement objectives.
Maintaining and analyzing an integrated travel and engagement calendar to identify scheduling conflicts, optimize leadership availability, and align travel with strategic engagement priorities.
Assisting with after-action data collection from leadership engagements, synthesizing feedback and travel outcomes to inform future planning and resource allocation decisions.

Required Qualifications
Bachelor's Degree with 5+ years of related experience or Master's Degree with 3+ years of related experience.
Eligibility to obtain a Secret Clearance and DHS Suitability determination.
Excellent written and verbal communication skills, with the ability to synthesize information from multiple sources into clear, actionable briefing materials.
Strong analytical and organizational skills with the ability to assess competing priorities, evaluate stakeholder equities, and recommend courses of action.

Desired Qualifications
Experience coordinating travel logistics in a federal government or government contracting environment.
Demonstrated ability to conduct financial analysis, including budget tracking, variance analysis, and cost forecasting.
Proficiency with data analysis tools (e.g., Excel, Power BI) for travel metrics reporting and visualization.
Familiarity with Federal Travel Regulations (FTR) and DHS-specific travel policies and approval processes.
Experience developing standard operating procedures, process documentation, or planning frameworks.
Strong organizational skills with the ability to manage multiple concurrent travel itineraries and shifting priorities.
Experience preparing briefing materials, background research, or executive-level summaries.
Knowledge of government travel systems (e.g., E2/Concur Government Edition, DTS).
Ability to synthesize data from multiple sources into clear, actionable recommendations.
Experience advising senior leaders and supporting senior executive or front office operations in a fast-paced environment.
Experience identifying process inefficiencies and designing streamlined workflows that improve team performance and operational throughput.
Strong written and verbal communication skills for coordinating across multiple stakeholder groups.
Familiarity with DHS S&T mission areas and the interagency, international, industry, and congressional engagement landscape.
Experience supporting DHS, DoD, or other national security organizations, particularly those with RDT&E oversight.
Strong communicator who thrives in fast-paced, team-oriented environments and adapts productively to shifting priorities.
Active Secret clearance (Top Secret/SCI preferred) and current DHS Suitability strongly preferred.
