Job Description

Perform and supervise the performance of various human resources (personnel) and employee services activities in such areas as recruitment, Civil Service examination, placement, position classification and compensation, benefits, health and safety, staff development, and labor relations. Employees seek to build and maintain an effective workforce within the framework of the Civil Service system.
Candidate will be responsible for: Reviewing Reasonable Accommodation (RA) applications, medical documentation, and supporting documentation to assess eligibility for RAs; Assessing applicant's essential job duties and worksite; Communicating with applicants, management, medical providers, and other divisions; Making recommendations on requests for reasonable and religious accommodations pursuant to federal and state laws; Preparing written documents; Entering case notes; Setting up and installing RA equipment; and Maintaining RA files. Candidate will also review complaints of harassment, discrimination or retaliation for referral to Legal Services.

Minimum Qualifications:
No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program:
For appointment to the Human Resources Specialist TRAINEE 1 you must have: A Bachelor's or higher degree.
For appointment to Human Resources TRAINEE 2 you must have: A Bachelor's or higher degree AND one year of professional human resources experience. OR
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
For appointment to the Human Resources Specialist 1 you must have: A Bachelor's or higher degree AND two years of professional human resources experience. OR
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Competitive Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 and/or 70.1 and/or 70.4 of the Civil Service Law.
Transfer:
For 52.6 and/or 70.1 and/or 70.4 transfer to a Human Resources Specialist 1, salary grade SG-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-18 or above. SG-12 or above for a Trainee 1, SG-14 or above for a Trainee 2, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Traineeship salary information:
The position may be filled at the Human Resources Specialist Trainee 1 equated to SG-14 ($ $56,655), Human Resources Specialist Trainee 2 equated to SG-16 ($63,180) or full performance Human Resources Specialist 1 SG-18 ($67,119) based on the candidate's education, experience, and previous state service. Salary is nonnegotiable.
Candidates hired at the trainee level will be advanced to the full performance Human Resources Specialist 1, SG-18 following successful completion of the traineeship.
