Job Description
Who We Are:
The Ohio Facilities Construction Commission (OFCC) oversees capital projects undertaken by state agencies and state-supported higher education institutions; manages Ohio's school facility programs which support the construction and renovation of public K-12 schools; and administers the funding for community-based cultural and sports facilities projects.
The Commission sets uniform rules, procedures, and standardized documents for state construction under Chapter 153.
The legislature established the Commission in 2012 with the merger of the Ohio School Facilities Commission (OSFC) and the former Office of State Architect. In 2013, the Commission undertook oversight of the cultural facilities grants program. In 2017, the legislature further folded all OSFC duties and responsibilities into the Commission, consolidating guidance and oversight for its various programs into one entity.
In 2021, the Commission celebrated 100 years of public construction in the Buckeye State.

What We Do:
The Ohio Facilities Construction Commission oversees capital projects undertaken by state agencies and state-supported institutions of higher education; manages Ohio's school facility programs which provide support for the construction and renovation of public K-12 schools; and administers the funding for community-based cultural and sports facilities projects.

What You'll Do:
Coordinating and Managing Capital Finance and Staff:
Provides leadership and oversight of the Capital Finance unit, supervising professional staff responsible for the financial administration of the Commission's K-12 school construction, state agency, and higher education capital programs
Directs the financial operations of K-12 construction programs, including project closeouts, financial reconciliations, and training and support for school district treasurers
Oversees the financial administration of state agency and higher education capital projects, including fee billing and various centralized financial functions
Provides guidance, resources, and direction to staff to ensure accurate financial management, regulatory compliance, and efficient business operations
Fosters a collaborative, high-performing work environment that promotes teamwork, accountability, continuous improvement, and professional development
Formulating and Implementing Policies:
Develops, implements, and continuously improves policies, procedures, internal controls, and guidelines governing capital finance activities, ensuring compliance with rules, regulations, and best practices
Analyzes legislative changes impacting the programs and recommends adjustments to policies and procedures as necessary
Provides expertise and guidance to OFCC senior leadership on matters related to capital finance policy development and implementation
Representing OFCC with Internal and External Stakeholders:
Works with other sections within OFCC to foster a collaborative environment that promotes responsible fiscal practices, offering financial insights and advice as needed
Represents OFCC in meetings and presentations with external stakeholders, including government officials, state agencies, school districts, federal agencies, and others
Builds and maintains positive relationships with external partners and stakeholders
Other duties as necessary

Qualifications
Required
Bachelor's degree in accounting, finance, or a related field
5+ years of experience in accounting, finance, budgeting, auditing, or other related experience
5+ years of MS Excel experience
Demonstrated analytical and problem-solving skills
Strong written and verbal communication skills.

Preferred
Capital finance experience
Supervisor experience
Public finance experience
Undergraduate degree in accounting, finance, economics, etc.
