Job Description

The Department of Financial Services is seeking candidates for the position of Assistant Deputy Superintendent for Banking. Reporting directly to the Executive Deputy Superintendent for Banking, the Assistant Deputy Superintendent will act as executive support on strategic planning to guide all operational matters to support the highly specialized workforce that comprises DFS. Duties include, but are not limited to, the following:
• Assists the Executive Deputy Superintendent in oversight for the Banking Division, including Depository, Non-Depository, and Operations Units;
• Creates and manages reports and trackers for key operational goals and key performance indicators (KPIs) across the Division;
• Reviews, analyzes, and evaluates operational processes across Division units;
• Performs research and prepares memos on policies related to the Banking Division;
• Advances and institutionalizes strategic objectives for the Division through strategic planning, implementation design, project management, and full execution
• Supports all aspects of recruitment of key open positions within the Division;
• Supports all aspects of procurement within the Division;
• Assists in the implementation of DFS-wide initiatives expected of the Division, including annual policy planning;
• Develops and executes staff team-building events and key working meetings;
• Provides expert advice to the Executive Deputy on confidential, sensitive, and complex issues;
• Represents DFS while liaising with other state and federal agencies as well as intergovernmental partners; and
• Other duties as assigned.
Minimum Qualifications:

• At least 11 years of relevant work experience, of which two years of experience must have been at a managerial level.
o Substitutions: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.
• At least 5 years of leadership experience in government administration and operations; and
• Experience in human resources and labor relations, information technology, budgeting and fiscal management, procurement, learning and development, emergency management, and office services and facilities management.
Appointment Method:
This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.
