Application must be completed in full.Position Summary:Evaluates and implements training procedures and training activities of the fire department units and their personnel. Develops and maintains a current overall training program that is compliant with the Texas Commission on Fire Protection, International Fire Service Accreditation Congress, and compatible with National Fire Protection Association Codes and standards and to ensure its implementation through written reports, drills, refresher, and continuing education training as required. Maintains comprehensive and compliant records for inspection by the Texas Commission on Fire Protection and the United States Coast Guard. Key Responsibilities/Duties: Schedule, coordinate and conduct, personally and with station level instructors, continuing education training hours to meet the Texas Commission on Fire Protection and Texas Department of Health Services requirementsRoutinely visit fire stations for review of training, equipment, and testing records and for distribution of Port Houston and departmental information and equipmentConduct testing for the Port Houston Fire Department Phase ProgramDevelop, maintain, schedule, and administer Texas Commission on Fire Protection compliant training programs on Marine Firefighter, Hazardous Materials Technician, Driver Operator/Pumper, Fire Officer, and Fire InstructorMaintain training aids, lesson plans, training records and equipment records for planned or impromptu inspections by the Texas Commission on Fire ProtectionSchedule formal training with Channel Industries Mutual Aid (CIMA), Federal Emergency Management Administration, National Fire Academy, Texas Emergency Services Training Institute or any recognized Federal, state or private sector training organization, as may be necessary, to maintain the highest level of readiness for any request for emergency services within Port Houston's jurisdictionRespond to requests for emergency services on any incidents when requested and reports to the Incident Commander as a Safety OfficerAct in accordance with Port Houston core values (respect, excellence, accountability, diligence, and you)Perform other duties as neededEducation/Experience:High School diploma or GED equivalent required3+ years of related firefighting experience requiredLicense/Certification:A current, valid Texas driver's license is requiredFire Officer I certification requiredTCFP Structural Firefighter basic certification requiredTCFP Hazardous Materials Technician certification requiredTCFP Marine Firefighter basic certifications requiredFire Service Instructor III certification requiredEmergency Medical Technician basic requiredA Transportation Worker Identification Credential (TWIC) must be obtained within 30 days of appointment, and be maintained for the duration of employmentKnowledge, Skills, Abilities and Behaviors:Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groupsKnowledge of the measurement of training effectsKnowledge of Port Houston and department procedures, rules and regulationsKnowledge of structural, marine and industrial firefightingKnowledge of current fireboat operations and maintenanceKnowledge of personal protective equipmentKnowledge of apparatus require for emergency situationKnowledge of firefighting methodsKnowledge of emergency medical methods and proceduresKnowledge of behavioral scienceCoordination and time management skillsInterpersonal skillsOrganization and time management skillsPublic speaking skillsTeaching skillsVerbal and written communication skillsAbility to manage material resourcesAbility to monitor and assessKey Competencies Required:CommunicationDeveloping OthersEffective PresentationsMotivates OthersPlanning and OrganizingSafetyThis work site location of this job is:Port Coordination Center Work Environment:The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
