Job Description

Make an Impact Behind the Scenes
Every employee's journey with the City of Raleigh generates important information that must be accurate, timely, and complete. The Talent Acquisition Operations Specialist plays an important role in making sure employee job, pay, and personnel information moves accurately from the City's recruitment and personnel systems into the City's official Human Resources Information System.
This is more than data entry.
In this role, you will review and process Personnel Action (PA) transactions generated through NEOGOV, verify information against established policies and procedures, identify discrepancies, research questions, and work with HR partners and City departments to resolve issues. You will then process accurate transactions in PeopleSoft and help ensure that employee information is correct and available to the teams and systems that depend on it.
What We're Looking For
We are looking for someone who enjoys accuracy, organization, problem-solving, and working with systems.
This is a permanent part-time position that works 25 hours a week, five hours a day Monday - Friday.
The ideal candidate:

• Notices when something doesn't look right

• Enjoys working with detailed information

• Can follow a defined process without losing sight of the bigger picture

• Is comfortable reviewing the same type of information repeatedly while maintaining a high level of accuracy

• Knows when to stop and ask questions rather than making assumptions

• Can research an issue and determine what information is needed to resolve it

• Can manage multiple transactions and competing deadlines

• Handles confidential employee information appropriately

• Communicates clearly and professionally with people at different levels of the organization

• Is comfortable learning and working in multiple computer systems

• Takes ownership of their work and follows a transaction through to resolution

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

• Review Personnel Action transactions for completeness, accuracy, and compliance with established processes. Verify employee, position, job, pay, and effective-date information before completing transactions.

• Process personnel transactions from NEOGOV into PeopleSoft, including transactions related to new hires, promotions, transfers, salary changes, separations, and other employee or position changes.

• Identify information that is missing, inconsistent, or does not appear to follow established requirements. Research discrepancies and determine the appropriate next steps.

• Monitor and prioritize transactions to meet established processing timelines and payroll-related deadlines. Use HR systems and related tools to research employee and position information and resolve transaction issues.

• Work collaboratively with HRIS, Payroll, Talent Acquisition, Benefits, Compensation, HR Business Partners, and City departments. Communicate with HR staff, department representatives, and other partners to clarify and resolve transaction issues.

• Maintain knowledge of applicable HR policies, procedures, and transaction requirements.

• Create job postings in NeoGov system and perform other related duties as assigned.

Education and Experience
Associate's degree or 2 Years of College in Human Resources, Business, Public Administration, or related field; 1 to 3 years' experience in human resources support, or a related field

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

This May Be a Good Fit for You If...
You have experience in human resources, HR operations, payroll, compensation, HRIS, personnel records, benefits, recruiting operations, or another field where accuracy and transaction processing are important.

You do not have to know PeopleSoft or NEOGOV to be successful. Experience with PeopleSoft, NEOGOV, or another HRIS/ATS is a plus. What matters most is your ability to learn systems, understand processes, recognize errors, and consistently produce accurate work.
Why This Role Matters
A small mistake in a personnel transaction can have a much bigger impact than a single incorrect data field. Employee pay, position information, payroll processing, benefits, reporting, and other HR processes may depend on the accuracy of these transactions.
Your attention to detail helps make sure our employees' records are right the first time.
If you are someone who takes pride in getting the details right, enjoys solving problems, and wants to play an important role in the City's HR operations, we would like to hear from you.
