Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY FINANCIAL SPECIALIST-Title 5 OBO, Position Description Number T5125P01 and is part of the WI USPFO, Wisconsin National Guard.

Duties

Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Manages, directs, and executes wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable, and Travel Pay) for States USPFO customers which requires the development of policies and procedures unique to each command in an environment of constantly changing priorities and missions. Confers and resolves all problem areas related to the branch's administrative and functional responsibilities in relation to DCPS and its related accounting interfaces. Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation. Exercises accountability and leadership oversight of audits and operational reviews performed by the Internal Control and Quality Review units to ensure correct and proper execution of DoD guidance, policies, and procedures with respect to all previously mentioned pay operations. Coordinates and participates in the development and presentation of pay policy and execution training for customers and staff. Conditions of Employment

CONDITIONS OF EMPLOYMENT & NOTES: Must be able to obtain and maintain the appropriate security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period.

Requirements

GENERAL EXPERIENCE: In addition to OPM general experience, evaluate applicant's knowledge, skills, and abilities for: - Skill in collecting and analyzing data effectively, efficiently, and accurately; - Skill in applying procedures and directives by reading and interpreting program material; - Skill in presenting formal training presentations and briefings; - Ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: To qualify for the GS-0501-12 level, you must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes but is not limited to: Experience with Generally Accepted Accounting Principles, methods, procedures and techniques. Financial and Federal accounting standards, cost accounting standards, managerial accounting, and financial analysis. Experience validating transactions and performing research to resolve inconsistencies. Experience analyzing particular facts of fiscal transaction problems/issues; verify, evaluate, and interpret considerable amounts of data; obtain additional information to reconcile discrepancies or inconsistencies; and apply pertinent fiscal laws, regulations, precedent decisions, and procedures to determine appropriate action for resolution. Experience examining accounts to analyze and detect trends and problems. Experience using various accounting system software package applications and computer systems to resolve problems of processed transactions. You will be evaluated on the following Competencies for this position: accounting, financial systems, managing and organizing information and personnel, plus technical competence. At least 4 years of FM experience with 2 years in DoD FM preferred. Certificates in the follow desired but not required for the position: Certified Public Accountant, Certified Internal Auditor or Certified Government Financial Manager.
