Provides leadership and oversight of the Field Operations section of the Oil and Gas Division, including ten district offices, state-funded and federally funded well plugging operations, the site remediation program, and critical infrastructure field operations. Leads a workforce of more than 350 employees, including ten district directors and a multidisciplinary team of professionals in earth sciences, engineering, geosciences, and related support functions. Provides strategic direction for field operations and is responsible for planning, executing, reviewing, and continuously improving field inspections and regulatory activities.

Performs advanced managerial work with broad responsibility for operational strategy, program administration, and organizational performance. Work involves establishing strategic goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and performance metrics to measure progress toward meeting goals; coordinating and evaluating program activities; and reviewing and approving budgets. Plans, assigns, and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Develops and establishes strategic goals and objectives for Field Operations that are consistent with the agency's strategic plan and regulatory responsibilities.
Directs the development and implementation of operational plans, priorities, schedules, standards, and performance objectives to achieve organizational goals.
Develops and implements methods to evaluate program effectiveness and operational performance, and monitors compliance with established policies, procedures, and regulatory requirements.
Develops, manages, and monitors program budgets and expenditures to ensure resources are effectively allocated.
Provides leadership and direction to district offices and other program areas to promote consistent, efficient, and effective practices across the organization. Conduct comparative reviews of district office operations to identify and resolve unnecessary and inappropriate inconsistencies.
Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, seminars, or on boards, panels, and committees.
Hires, develops, directs, and evaluates a variety of professional employees, including members of the management team. Provides leadership, coaching, and mentoring to support professional growth and organizational effectiveness.
Reviews and evaluates existing business processes and implements changes to improve operations, meet strategic objectives, and comply with state and federal requirements.
Periodically participates in field activities and observes field operations to maintain firsthand knowledge of work processes, operational challenges, and working conditions to inform effective management and oversight.
Performs related work as assigned.

Graduation from an accredited four-year college or university with a bachelor's degree in engineering, geosciences, or a closely related field.
Experience and education may be substituted for each other. 
At least eight years of experience in the management or direction of a program or activity related to the oil and gas industry.
Five years of experience in oil and gas regulatory functions, rules, and procedures.
Demonstrated leadership ability to develop and motivate technical and administrative staff.
Position requires 10-15% travel with some overnight travel.
Valid Texas Driver's license and a good driving record.

Registration as a Professional Engineer (PE) or Professional Geoscientist (PG).

Knowledge of state and federal statutes and regulations concerning oil and gas drilling and production, including the Texas Administrative Code, Title 16, Chapter 3; Texas Natural Resources Code, Title 3, Oil & Gas, subtitle A, chapter 81; and Texas Water Code.
Skill in establishing plans and setting objectives and goals that support an overall business strategy.
Skill in budget preparation and monitoring. 
Skill in communicating effectively, both orally and in writing. 
Ability to direct and organize program activities; to establish program goals and objectives that support the strategic plan.
Ability to identify problems, evaluate alternatives, and implement effective solutions. 
Ability to develop and evaluate policies and procedures.
Ability to prepare reports and to communicate effectively. 
Ability to plan, assign, and supervise the work of others.
Ability to work effectively on a team, both as a leader and as a member.
Ability to present technical material to a wide variety of audiences, including the regulated industry, state and federal agencies, and the public.

Ability to reach high and low; open, close, and retrieve files from file cabinets as well as operate the computer keyboard and appropriate office equipment.
Ability to operate a computer keyboard and standard office equipment.
Ability to walk through field locations and traverse uneven, rough, or variable terrain and remain outdoors in varying and potentially adverse weather conditions.
Must stand for considerable amounts of time and walk up to two miles in all types of weather.
Must use sense of smell; must also have visual acuity, depth perception, and the ability to discern colors.

Primarily in an office environment with heating and cooling regulated in a general office setting. The position periodically works in or observes field operations, which may involve exposure to extreme temperatures and weather conditions, uneven or rough terrain, dust, dirt, noise, industrial equipment, remote locations, and other conditions or potential hazards associated with oil and gas operations. Appropriate safety procedures and required personal protective equipment must be followed when working in field environments.

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
