Summary

1-year non-reimbursable assignment. The only compensation for this assignment is the federal salary you are already receiving. USCIS - Executive Secretariat Records Management Specialist Series Requested: 0308, 0343, 0301 Security Clearance: None Virtual/Remote: No Only current, full-time federal employees are eligible. Duties

Serves as a records custodian and must possess the skill and ability to perform the functions and activities of a Federal Records Management Program. This includes the ability to perform record clean ups, complete record inventories, develop and maintain file plans, and draft records control schedules in collaboration with the USCIS Chief Records Officer and program staff. Develops and issues processes, procedures, and guidelines to staff to ensure compliance with 36 CFR, Subchapter B and DHS Records Program goals and guidelines. Compiles and presents results to office leadership for corrective action. Participate in records management committee meetings pertaining to the information life cycle. Promote and elevate records management practices in accordance with policy. Ensures timely response to Freedom of Information Act (FOIA) requests for an office system of record for managing office official records. Manages response to FOIA requests for official records in accordance with disclosure provisions of FOIA and the Privacy Act. Anticipated assignment dates July 12, 2026 - July 10, 2027 (1 year)

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position. Joint Duty Assignments (JDAs) enhance operations and mission execution through unity of effort and collaboration. The DHS JDP is a human capital program initiative which is managed by OCHCO at DHS headquarters. The DHS JDP's purpose is two-fold: to encourage and to facilitate assignments of DHS personnel to other DHS components as well as outside agencies. The purpose of JDAs is to gain multi-component, multi-faceted experience focused on cross-cutting DHS and Federal-wide operations to enhance performance of the individual, the organizations, and the Department. JDAs are for a period not to exceed 1 year and do not qualify for Joint Duty credit. The DHS JDP covers current Federal employees at the GS-12 through GS-15 grade levels and equivalent. The DHS JDP does not apply to members of the military service or contractors. JDAs do not offer Temporary Promotions.

Requirements

Qualifications required: Must have the abilities and skills to effectively interpret and implement NARA and FOIA regulations and guidance. Must possess the capability to make viable recommendations to support changes as it relates to policies, procedures, and processes to maximize the effectiveness and efficiency of the office's record management activities. Must possess experience and ability to develop short-term and long-term goals and approaches to achieve USCIS records management goals and objectives. Must have the ability to perform routine records management program functions to include but not limited to records cleanups, inventories, draft record schedules, development, and maintenance of file plans. Must be able to identify and report record program risks and deficiencies requiring mitigative or corrective action.
