This position serves as the overall administrator for Birth to Three (B23) Early Intervention Program. Will supervise the Delaware Part C Coordinator & will directly or indirectly supervise a staff of at least 10 FTEs & 2 casual/seasonals. The Administrator in collaboration with the Part C Coordinator will coordinate public & private B23 Early Intervention Services & provide guidance for the implementation of Part C services to ensure positive early learning & health outcomes for children birth to three years old. Other duties include grant writing & submission, budget oversight, contract/grant management; creation of policies/procedures & operational initiatives using DPH strategic plan. Note: Will play a role during emergency activations. Position may move to the Department of Education within two - three years.

Plans, coordinates, supervises and evaluates specific health programs and staff operations.

Prepares grant applications and supervises allocations and expenditures of operating budgets. Negotiates and prepares consultant contracts and agreements.

Develops program policies, standards and procedures in addition to long and short range program plans.

Recruits, trains, supervises and evaluates staff.

Prepares statistical, narrative, analytical and financial reports.

Coordinates programs with other public health divisions and serves on varies advisory groups, providing technical support to public and private groups.

Develops and conducts special investigations and studies.
