About the Position First-level Program Management and Support supervisory position accountable for the management of programs or processes within an agency, including supervising lower-level project staff. Employees are responsible for the overall management and quality assurance of agency programs or processes, including project management and policy recommendation within specified areas. At this level, employee supervision includes hire recommendations; training; work planning, assignments, and review; and performance assessment, coaching, and progressive discipline. Supervision at this level also requires employees to possess the knowledge and skills to perform and review the work overseen. This posting is for the Program Specialist Team Leader position within the Contract Administration Division, Contract Compliance Section. The Contract Compliance Section primarily focuses on auditing and evaluating contract documents, monthly estimates, and contractor payrolls. The core responsibilities for this position includes participating in pre-letting meetings; evaluating and publishing letting information; generate and upload vendor purchase reports; assisting with the letting process; uploading wage decisions; developing and providing contractors and project offices with project specific forms; generating and uploading executed proposals; participating in pre-construction meetings; auditing and analyzing pay estimate submittals; communicating with Project Engineers on estimate requirements and assisting with estimate processes; evaluating contractor payroll submissions; maintaining Material Purchase Certificate database and communicate with Financial Management Division regarding updates; and maintaining vendor information. The successful candidate will also be required to help with various other tasks in the Contract Administration Division as needed. What you'll need to be Successful To be successful in this role, you will need a strong work ethic, the ability to work well with others, and a commitment to contributing to a positive and collaborative team environment. Ideal candidates for this job should possess strong organizational skills, analytical skills, and a trained eye for detail. Excellent verbal and written communication skills are necessary as the candidate will frequently communicate with other MDOT divisions, field office personnel, and contractor representatives. Also, the candidate needs to be internally driven to be able to work individually as well as to be able to work in a team environment. Preferred Qualifications Typically requires a Bachelor's degree and 5-7 years of experience. Agency preferred qualifications: Candidate experience with Microsoft Office products is preferred.
