Salary : $6,535 to $7,952 per month (SR-26, Step D to I)

Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors. Positions in the Investigator series perform and/or supervise investigations concerned with suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements.

The Investigator VI level plans, organizes, directs and coordinates a statewide investigative program concerned with civil, administrative and/or criminal investigations within an agency's jurisdiction; supervises a staff of Investigator IV's, type A or C described below through subordinate full-time supervisors; and performs other related duties as assigned.

Work activities and requirements are broad and complex although violations investigated are related to specific program areas such as welfare fraud, controlled substances, regulated industries, consumer protection, etc. At this level, positions develop operating policies and procedures; resolve operational problems; recommend new laws, rules and regulations or recommend revisions; testify before the legislature; prepare budget requests and develop training programs.

The current vacancy position is located in the Department of the Attorney General, Investigations Division, Cannabis Nuisance Abatement Unit (CNAU), and reports to the Chief Special Investigator. The function of the CNAU is to provide for the effective enforcement and prosecution of those who violate drug nuisance abatement laws under Chapter 712, part V, Hawaii Revised Statutes (HRS) but only for offenses related to drugs and intoxicating compounds as provided under Chapter 712, part IV and violations of Chapter 329D as provided under section 712-1270. The primary purpose of this position is to supervise and participate in the enforcement and investigations for the CNAU. This position is responsible for managing the development, implementation, and enforcement of any violations relating to drug nuisance abatement laws.

The Investigations Division is responsible for providing investigative services to all State departments and law enforcement agencies within the State of Hawaii in conducting criminal, civil, and administrative investigations. This position is vested with statewide police powers in accordance with Section 28-11, HRS and is authorized to carry and utilize firearms and ammunition.

This position is responsible for independently performing investigations relating to the enforcement and prosecution of violations involving the State licensed medical cannabis program. Investigations include inspections of operations and storage areas, examining statements and records related to cannabis substances, seizing and confiscating any products in violation of State laws, enforcing State laws in retail or distribution spaces; investigating complaints and gathering facts needed to prove or disprove allegations of wrongdoing. A majority of work time is spent conducting criminal investigations which involve interrogating suspects, interviewing witnesses, searching for physical evidence, cultivating informants, maintaining surveillance, doing undercover work, preparing search warrants, assuring that the evidence is properly handled throughout the investigation, and making proper arrests. Legal Authorization to Work:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Basic Education/Experience: Bachelor's degree from an accredited four-year college or university.

Specialized Experience: Four and one-half (4-1/2) years of progressively responsible professiona l investigative experience which demonstrated:
A. Initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data;
B. The ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions;
C. Skill in written and oral reports and presentation of investigative findings in a clear and concise manner; and
D. Tact, discretion, and capacity for obtaining the cooperation and confidence of others.

Quality of Experience : At least one (1) year of Specialized Experience must have been comparable to the Investigator V level, OR two (2) years must have been comparable to the Investigator IV level in State service.

The Investigator IV performs and/or supervises investigations involving suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements within an agency's jurisdiction; determines case approach and gathers supporting evidence or information; prepares reports; and performs other related duties as assigned.

Investigator IV positions referenced above consist of the following types:
A. An investigator independently performing the full range of investigations within an agency's jurisdiction where the work regularly is of a complex nature and in which the violations are related to a specific program area;
B. One of two investigators who are responsible for the small investigative program in an agency, without higher level investigative supervisory guidance; and
C. The working supervisory investigator in an agency where investigations are carried out according to standard policies and procedures, from planning through fact-finding to reporting the results of the investigations.

The Investigator V plans, organizes, directs and coordinates the activities of an investigative agency concerned with civil, administrative and/or criminal investigations falling within its respective jurisdiction, where violations investigated are related to a specific program area, e.g., welfare fraud, etc., or conducts civil, administrative and/or criminal investigations falling within a variety of jurisdictions, such as, the Executive, Legislative or Judicial Branches, State departments or agencies, county and federal governments and regulatory boards and commissions, where violations or circumstances investigated are related to a broad variety of program areas, and are not limited to a specific program area (welfare fraud, controlled substances, etc.), like that of lower investigator levels; and performs other related duties as assigned.
