Salary : $6,043 to $7,351 per month (SR-24, Step D to I)

Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

This recruitment will be used to fill current temporary full-time and permanent full-time vacancies.

Note: Employees appointed to temporary positions may also gain membership in the civil service upon satisfactory completion of an initial probation period of at least six months. Once you become a member of the civil service, you become eligible to apply for promotion and transfer opportunities to permanent as well as other temporary positions. You may also enjoy other rights and benefits afforded to an employee in a permanent position with the exception of return rights and placement rights associated with a reduction-in-force.

The Investigator V level plans, organizes, directs and coordinates the activities of an investigative agency concerned with civil, administrative and/or criminal investigations falling within its respective jurisdiction, where violations investigated are related to a specific program area, e.g., welfare fraud, etc., OR conducts civil, administrative and/or criminal investigations falling within a variety of jurisdictions, such as the Executive, Legislative or Judicial Branches, State departments or agencies, county and federal governments and regulatory boards and commissions, where violations or circumstances investigated are related to a broad variety of program areas, and are not limited to a specific program area (welfare fraud, controlled substances, etc.), like that of lower investigator levels; and performs other related duties as assigned.

The current vacancy positions are located in the Criminal Investigation Division (CID) of the Department of Law Enforcement (DLE ), and Investigations Division with the Department of the Attorney General . The Criminal Investigations Division is responsible for providing highly skilled, specialized, and technical criminal investigative services to the Department on a statewide basis. The Investigations Division is responsible for providing investigative services to all State departments and law enforcement agencies within the State of Hawaii in conducting criminal, civil, and administrative investigations.

Positions with both the DLE and the Attorney General are vested with statewide police powers by Chapter 353C-4, Hawaii Revised Statutes (HRS) and are authorized to carry and utilize firearms and ammunition. These positions conduct a broad range of complex and sensitive criminal investigations which include allegations of felony crimes against persons occurring statewide; felony property crimes occurring statewide; organized crime activities; corruption by public employees and officials; felony assaults and murders in State correctional facilities; and other situations in which enforcement and investigative assistance is requested. A majority of work time for both the DLE and Attorney General positions is spent conducting criminal investigations which involve interrogating suspects, interviewing witnesses, reconstructing crime scenes, searching for physical evidence, cultivating informants, maintaining surveillance, doing undercover work, preparing search warrants, assuring that the evidence is properly handled throughout the investigation, and making proper arrests. To qualify, you must meet all of the following requirements:

Legal Authorization to Work:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Basic Education/Experience: Bachelor's degree from an accredited four-year college or university.

Specialized Experience: Three and one-half (3-1/2) years of progressively responsible professiona l investigative experience which demonstrated:
A. Initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data;
B. The ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions;
C. Skill in written and oral reports and presentation of investigative findings in a clear and concise manner; and
D. Tact, discretion, and capacity for obtaining the cooperation and confidence of others.

Quality of Experience : At least one (1) year of Specialized Experience must have been comparable in scope, complexity and responsibility to work experience characteristic of the Investigator IV class of work in State service.
The Investigator IV performs and/or supervises investigations involving suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements within an agency's jurisdiction; determines case approach and gathers supporting evidence or information; prepares reports; and performs other related duties as assigned.

Investigator IV positions referenced above consist of the following types:
A. An investigator independently performing the full range of investigations within an agency's jurisdiction where the work regularly is of a complex nature and in which the violations are related to a specific program area;
B. One of two investigators who are responsible for the small investigative program in an agency, without higher level investigative supervisory guidance; and
C. The working supervisory investigator in an agency where investigations are carried out according to standard policies and procedures, from planning through fact-finding to reporting the results of the investigations.

Selective Certification Requirement ( Criminal Investigations Experience ): In order to successfully perform the duties and responsibilities of these positions, applicants must possess demonstrated knowledge of law enforcement principles related to criminal investigations; court procedures; rules of legal evidence; laws and precedents concerning search and seizure and arrest; interviewing and interrogation techniques; proper use of force, including deadly force; Hawaii Penal Code; and techniques of equipment used in surveillance. Applicants must also possess the ability to review and analyze data; write clear and concise reports; and properly use firearms in the performance of their duties.

Therefore, certification of eligibles for these positions shall be restricted to applicants who meet the minimum qualification requirements for the class, Investigator V, AND:
A. Are currently, or have previously been, qualified by a certified law enforcement firearms instructor to carry a department or agency-issued handgun to perform their duties; and
B. Of the three and one-half (3-1/2) years of required Specialized Experience required for the class, possess at least TWO (2) years of professional experience which involved conducting criminal investigations and demonstrated the actual application of the knowledge and abilities described above. For example, the criminal investigation experience must show the actual practical application of search and seizure laws, the laws of arrest and proper use of force including deadly force in the proper handling of evidence, and making lawful arrests.</stro
