The Department of Information Technology (DIT) is seeking to fill a vacant Information Technology (IT) Specialist I position in Honolulu. Under the supervision of a Data Processing Program Manager or Senior Systems Analyst, this position provides greater IT support for a large agency or cluster of smaller agencies.

What You Will Do
• Gather and analyze general information concerning requirements contained in system application plans.

• Plan and conduct system surveys of departmental functions to determine the feasibility of applying automation methodologies.

• Conduct studies to obtain factual, historical, and statistical data relating to work flow, work measurement, time distribution, organizational and functional relationships and other types of data needed by an agency to carry out its functions.

• Initiate formal documentations to effect changes in systems, network, cabling, electrical, security, and equipment configuration.

• Provide analysis and programming support.

• Conduct tests and End-User training.

• Perform other related duties as assigned.

Career Progression
• An IT Specialist I in this department may progress upward to the IT Specialist III level.

• Opportunity to progress up the career ladder and/or qualify for other higher-level positions will depend on satisfactory work experience and demonstration of applicable knowledge and skills.

• Opportunity to compete for promotion to supervisory levels is also available.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited college or university with major work in computer science, public or business administration, accounting, mathematics or a related field.Substitution: Work experience may be substituted for the Bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a Bachelor's degree.
For example:
1. Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree.
2. Four (4) years of general work experience (does not need to be professional level experience) in computer science, information technology, management information systems (MIS), or similar area may substitute for a general bachelor's degree.

EXPERIENCE REQUIREMENT:
One (1) year of experience in the analysis of operating practices, methods and procedures, some of which shall have involved the conduct of feasibility studies and the analysis and design of information technology systems for the processing of data.

Applicable Skills NeededKnowledge of:

• the principles and practices of public administration, organization, and management

• data processing systems analysis, design, and development

• the operation, characteristics, and capabilities of various types of information technology equipment

• research and statistical methods and techniques

Ability to:

• gather, analyze, correlate and evaluate facts, and make sound judgments

• determine feasibility of converting various manual work processes to automated technologies

• review organizational structures, work flow, and operating procedures and processes and integrate findings for IT processing purposes

• prepare clear and concise reports and guidelines

• work cooperatively with others

Substitution:

• A Bachelor's degree in Information and Computer Science (ICS), Management Information Systems (MIS), or a Computer Science/Information Technology related field from an accredited four-year college or university may be substituted for six months of experience in the analysis of operating practices, methods, and procedures.

• A Master's degree in Information and Computer Science (ICS), Management Information Systems (MIS), or a Computer Science/Information Technology related field from an accredited four-year college or university may be substituted for one year of experience in the analysis of operating practices, methods, and procedures.
