Job Description

Under general supervision of the Deputy Director of Grants Management, the Federal Grants and Programs Monitor is responsible for the management of assigned federal and private grants within VITEMA and the development of methods and means to secure new funds for proposed programs. He/she performs timely review of expenditures to coordinate the preparation of federal draw requests and posts revenue receipts in compliance with the Cash Management Improvement Act and federal grant awards.
Assists with the preparation of grant applications and monitors the expenditures of assigned grant programs.
Reviews federal grants applications, agreements and accounting documents to ensure accurate budget information, conformity with grant terms and conditions, and proper utilization of federal resources to ensure compliance with federal and U.S. Virgin Islands Rules, regulations and procedures.
Assists in the design and implementation of systems and procedures to ensure the accurate accounting and tracking of all grant related expenditures.
Maintains records of assigned federal grants which contain the total federal funds to VITEMA.
Examines grants award and investment justification to determine required account structure. Prepares request letter for the Department of Finance to establish required expense and revenue accounts and submit to Deputy Director of Grants Management for approval prior to processing by Division of Administration and Finance.
Informs program managers and other senior managers of the status and availability of funds in accounts associated with manager's function(s).
Assesses and monitors specific supplementary terms and conditions of grant awards inserted by federal grantor agencies in terms of departmental impact and assures compliance with these conditions.
Monitors internal financial review for grants agreements to project expenditures through the end of grant period for variance computation and assist the project managers with budgetary amendments as needed.
Assists with the preparation of the federal funds section of the agency's annual budget.
Confers with Financial Management Specialist to assure that all federal reimbursements and drawdowns are supported by detailed •cost accounting records and funds are credited to the proper accounts.
Prepares supplemental appropriation requests for federal grants as needed.
Prepares audit responses for assigned grants and assists in resolving questioned costs and audit issues.
Prepares various reports and statistical data relevant to federal funding within the department.
Maintains grants records and files in accordance with standard grants records management.
Performs any other duties assigned to support the division.
 Bachelor's degree in a related field and three (3) sears grants management in a public or private organization including experience with automated cost accounting system.
OR
Associate's degree in related field and five (5) ears of related work experience.
                                                                    ORHigh School diploma and seven (7) vears experience in budget related or finance related fields can be substituted for formal higher education.

FACTOR 1- KNOWLEDGE REQUIRED FOR THE POSITIONKnowledge of cost accounting systems and procedures in an automated environment.
Knowledge of standards, policies, procedures, regulations, functions and accounting systems of federal agencies and VI Government.
Knowledge of workings of federal funding and its application to specific programs within VITEMA.
Knowledge of grants management cost principles.
Skilled in computer applications to include Microsoft Word, Excel, Project Management and the ERP system.
Skilled in general office equipment such as telephone, fax, printers, copiers, calculators and computers.
Ability to analyze programs using Federal funds and recommend corrective action where deficiencies exist.
Ability to maintain cooperative relationships between agency and federal grantor agencies in the promotion of agency activities.
Ability to communicate with the various units of the agency in relation to research, development, maintenance, planning and technical assistance in relation to federally-funded projects.
