Main Purpose of Job
The Behavioral Health Administration (BHA) Director of Finance and Fiscal Management is responsible for the strategic and operational oversight of financial services, budgeting, forecasting, audits, expenditure control and monitoring, and jurisdictional grant management. The position develops and implements financial goals, policies, procedures and objectives. This position is responsible for managing a budget of approximately $3.9 billion in total funds.
The Behavioral Health Administration's mission is to develop an integrated process for planning, policy and services to ensure a coordinated quality system of care is available to individuals with behavioral health conditions. BHA, through publicly funded services and support, promotes recovery, resiliency, health and wellness for individuals who have or are at risk for emotional, substance related, addictive, and/or psychiatric disorders to improve their ability to function effectively in their communities. In order to foster integration across the spectrum of care, the Administration is managed under the Deputy Secretary of Behavioral Health.
MINIMUM QUALIFICATIONS
Qualified candidates must possess a Bachelor's degree from an accredited college or university and six years of health or human services administrative or professional experience, including three years at a supervisory or managerial level.
A Master's degree from an accredited college or university will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience. Additional experience will substitute on a year-for-year basis for the college degree.
DESIRED OR PREFERRED QUALIFICATIONS
Desired candidates should possess the following:
Degree in Accounting or related field, from an accredited college or university
Experience with FMIS, BARS, and other state and/or federal management systems
Experience with full cycle general ledger
Experience preparing government budgets
Familiarity with state legislative session
Experience presenting to high level executives
Certified Public Accountant License
