Job Description Summary:
Under limited supervision, direct and manage the daily operations of the Boulder Municipal Court (BMC) and oversee departmental projects. Facilitate planning and implementation of the department work plan, set employee goals and objectives, and track employee performance. Serves as a member of the department's leadership team and may fill essential day-to-day tasks in the absence of the Court Administrator
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES

Directs and manages the daily operations of the Municipal Court. Develops systems and procedures to enhance services and promote continuous improvement of the Court.
Analyzes, develops, and implements administrative and management systems within the
department.
Plans and implements organizational, program, and personnel changes.
Coordinates daily operations and assigns and supervises subordinates' work
activities.
Directs court staff in solving situations that occur outside the standard work process.
Directs staff in the development and provision of strong external and internal customer service.
Coordinates department standard procedures and monitors performance
measures.
Establishes work priorities and standards for performing job duties, which includes quality control and quality assurance
activities.
Develops and maintains a team
environment.
Facilitates conflict resolution in employee relations and customer service issues.
Sets organizational learning goals.
Manage consultants and outside vendors contracted by the court.
Maintains the department's software databases.
Conducts community outreach and educational opportunities for the public to better understand BMC processes and programs, including Community Court.
Facilitates accomplishment of goals and objectives and tracks performance
of the Court Supervisor, Court Program Supervisor, and Administrative Assistant
to accomplish the annual review process.
Meets frequently with individual employees to monitor progress in goals and objectives articulated in the annual review process or outlined in performance improvement plans.
Gathers and follows up on information pertaining to individual employee attitudes, morale, efficiency, and
effectiveness.
Provides resources to staff to assist in the accomplishment of goals.
Ensures that employees are developed to their highest
potential.
Works with court staff to ensure work quality, coordination, and
consistency.
Develops, assesses, and delivers training for current and new staff members.
Develops and maintains Municipal Court's policy and procedure manual.
Keeps abreast of developments to laws, higher court rulings, ordinances, regulations, and department policies; and analyzes any potential impacts to the court's policies and procedures. Works with Municipal Judge, and Court Administrator to develop or revise existing court policies and procedures based on this
analysis.

Coordinates with court administrator, judges, and court staff to collect information for policy
development.

Oversees development and organization of policy and procedural documents, which include emergency planning and business continuity
directives.
Communicates changes in the court's policies and procedures to staff.
Oversees departmental projects involving technology acquisition, enhancing departmental services, and process improvement. Duties and responsibilities include the
following:
Creates project teams and project plans.
Determines priorities and directs progress
accordingly.
Tracks, monitors, and reports progress to participants, court administration, and other departments and
agencies.
Serves as liaison between individuals, work teams, outside vendors and other court
stakeholders.
Makes and documents business decisions into procedures internal to day-to-day
operations.
Continuously reviews and evaluates progress and adjusts work plans as necessary.
May fulfil day-to-day tasks in the in the absence of the Court Administrator

MINIMUM QUALIFICATIONS

Ability to supervise diverse employees
Ability to work independently with minimal supervision, to assume responsibility, to prioritize and resolve problems, to work under pressure, to pay close attention to detail, to coordinate tasks to completion and provide quality control for responsiveness and stakeholder satisfaction.
Ability to establish effective working relationships with a variety of individuals including the ability to interact effectively and respectfully with various individuals in sometimes difficult situations within a contentious environment.
Ability to analyze complex problems, develop and represent recommendations, and implement changes.
Knowledge of general principles and practice of public administration and of court processes and management.
Knowledge of jail, probation and public defense best practices and legal requirements.
Knowledge of city legislative processes, fiscal and budget management processes, and applicable administrative policies and procedures.
Knowledge of applicable federal, State, and local laws and regulations affecting the work of the Municipal Court.
Knowledge of Microsoft Word, Excel, Outlook, and Teams.
Skill in highly effective team building and leadership including consensus building to resolve conflicts, negotiate agreements and gain cooperation among competing interest groups.
Skill in business and fiscal management.
Skill in problem analysis and decision-making, adaptability/flexibility, and stress tolerance in a highly visible public environment.
Skill in excellent strategic planning, organizing, and time management.
Skill in excellent written and verbal communications including public presentations.
Must successfully pass a background check before first day of work and maintain acceptable screening, including criminal conviction history and credit history.

PREFERRED QUALIFICATIONS

Ability to demonstrate experience with CBI, Full Court or other court management software, parking management software, and/or other photo enforcement software.
Ability to read, write, and speak Spanish in a professional capacity for communication objectives.
Knowledge of current Municipal Court and related city issues and stakeholders, both internal and external, including other governmental legislative and agency processes, players, and issues.
Knowledge of National Association for Court Management's CORE® Curriculum
Knowledge and experience in court or criminal justice administration.
MINIMUM REQUIRED EDUCATION AND EXPERIENCE

Bachelor's degree in Public Administration or related field
Five (5) years of progressively responsible experience in a governmental agency or any equivalent amount of education and experience.
Five (5) years of experience in project management.
Two (2) years of experience in supervising team and managing workplans
Ability to acquire and maintain Colorado Bureau of Investigation operator security number.

Physical and Mental Effort
: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting.
Work Environment
: Works primarily in a clean, comfortable environment. Works in a setting subject to continuous interruptions and background noises. Work may include traveling to and from meetings and business locations. Work includes working with clients in the community.
Machines and Equipment Used
: Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard.
