Job Description

DUTIES:
The Coastal Resources Specialist 1 duties in the Office of Planning, Development & Community Infrastructure will include but are not limited to the following:
• Prepares and monitors the implementation of Local Waterfront Revitalization Program (LWRP) projects to ensure compliance with State and federal laws.
• Evaluates proposed federal and other State agencies actions for consistency with the State's coastal policies and Local Waterfront Revitalization Programs.
• Advises municipalities on developing and financing waterfront projects, preparing special land and water use regulations for waterfront areas, obtaining State and federal permits for waterfront projects, and developing management programs for watersheds and other areas with high coastal resource values.
• Develops and monitors projects, activities, and programs to implement coastal policies dealing with shore erosion, flooding, non-point pollution, fish and wildlife habitat restoration, urban waterfront redevelopment, public access, scenic quality or harbor management.
• Assists in developing Local Waterfront Revitalization Programs and regional coastal management plans.
• Reviews funding applications for LWRP projects and makes appropriate recommendations to higher-level Coastal Resources staff.
• Assists communities in preparing contracts and other project documents.
• Conducts on-site visits, as needed, to monitor contracts and review projects.
• Provides Geographic Information Systems (GIS) services within the office and to municipalities.
PREFERRED QUALIFICATIONS:
Related Bachelors Degree and 2+ years of planning experience, which may include developing community-based or urban or regional plans, waterfront or watershed plans, local government planning, open space planning, accessibility planning, resilience planning or natural resource planning, OR Related Bachelors Degree and 2+ years of experience in supporting the completion of planning, design, or construction projects, particularly projects focusing on coastal or water resources, watershed management, resilience and adaptation, and including experience with grant project administration. Related Master's Degree may substitute for 1 year of the required experience.

Minimum Qualifications:
COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
The minimum qualifications for Non-Competitive appointment are:

Four years of experience managing and planning and construction projects undertaken by waterfront communities and local organizations to advance economic development and protect natural resources. This includes developing, reviewing, or implementing plans and documentation or projects that address climate resiliency, or protect, restore, or develop land, water or other resources in coastal areas or other waterfront locations; and may include experience reviewing or developing environmental regulatory documentation or environmental or biological field work.
Coastal Resources Specialist Trainee 2:
Five years of experience managing and planning and construction projects undertaken by waterfront communities and local organizations to advance economic development and protect natural resources. This includes developing, reviewing, or implementing plans and documentation or projects that address climate resiliency, or protect, restore, or develop land, water or other resources in coastal areas or other waterfront locations; and may include experience reviewing or developing environmental regulatory documentation or environmental or biological field work.

*Substitution: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.
