Under the general supervision of the Children's Health and Perinatal Services Section Director, the Childhood Lead Poisoning Prevention Program (CLPPP) Unit Manager oversees the work done by the multidisciplinary statewide CLPPP team to ascertain cases of children with elevated blood lead levels (EBLLs), to provide medical/nursing/environmental responses to families of EBLL children, to track incidence and prevalence of "lead cases", and to work with internal and external partners on prevention of lead exposure among children. The CLPPP Unit Manager directly supervises several Central Office staff, some of whom supervise other teams.
Job duties include the following:

Meets agency standards for managers, particularly regarding performance evaluation, and compliance with applicable laws, regulations and guidelines. Supervises assigned programmatic staff in the Children's Health and Perinatal Services (CHPS) Section. Works with other Lead Team managers on personnel and performance issues for the staff whom they supervise. Directs the work of CLPPP managers, including helping them with furthering their own professional development. Oversees design and implementation of CLPPP activities, to include assuring appropriate responses to surveillance findings including initiation of case management children with qualifying blood led levels. Ensures that newly-hired staff are/become qualified for assigned roles. Provides input into development and revision of Centers for Disease Control and Prevention (CDC) Cooperative Agreement applications. Participates in case management staffing with the Department of Public Health's Office of General Counsel and others involved in following childhood lead cases. Provides/facilitates updates for agency data requests, and as needed.

Collaborates with CLPPP staff on development, implementation, and monitoring of programmatic policies and standard operating procedures. Assures timely training for risk assessment, outreach, and case management staff on updates to lead policies, procedures, or other guidance documents. Provides indirect oversight of childhood lead activities performed by staff assigned to support the CLPPP. Works with Maternal Child Health (MCH) Program Managers and the Child Health Nurse Consultant on trainings needed for staff performing lead case management activities.

Works with managers of lead risk assessors (LRAs) and with MCH Bureau staff with procurement duties to ensure timely completion of initial EPA certification and scheduled recertification trainings (typically obtained out-of-state). Assures timely evaluation and revision of lead educational materials for families and healthcare providers, including annual review of posted educational materials on childhood lead. Ensures that CHPS CLPPP staff offer SCION (internal lead tracking database) training at least once annually for new staff or staff wishing to have a refresher training. Ensures that CLPPP leadership staff are able to provide timely consultation for field staff. Provides input into health advisories as requested.

Participates in disaster preparedness and response as outlined by the agency, being subject to duty and/or call on a twenty-four-hour basis as an essential employee. Emergency-related assignments may include staffing shelter triage or shelter operations. Completes other activities assigned by MCH Bureau Director or Section Director.
State Minimum Requirements: A bachelor's degree and relevant program experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Agency Additional Requirements: Knowledge of an agency's mission, programs, and objectives. Knowledge of management principles. Knowledge of an agency's organizational structure, the people who manage the work, and the processes applicable to government work. Ability to interpret and apply rules and regulations. Ability to manage work and provide guidance to employees. Ability to make presentations and prepare reports.

Knowledge of effects of lead exposure in children, experience with large databases, and knowledge of the principles, methods, and techniques for detecting, identifying, and correcting environmental health hazards. Environmental Protection Agency (EPA) or other state certification as a Lead Risk Assessor is beneficial, but not mandatory.
