Main Purpose of Job

This position will support the Department of General Services (DGS) Facility Engineering Division (FED) that supports State owned buildings. This unit is within the DGS Office of Design, Construction & Energy (DCE). This position directs and coordinates facility engineering work in a Statewide maintenance and repair program involving the inspection, design and repair of systems and utilities related to the maintenance of buildings and grounds. Identify, prioritize and monitor the maintenance and repair of State-owned facilities according to State policies and standards. Utilize funds to prevent the deterioration of State facilities and avert potentially life-threatening conditions. This includes DGS, MDH, Vet, Milit, DJS, DPSCS, HSMCC, DLLR, MDA, MDE, MDP, MEMA, MPT, MSP, and the MD School for the Deaf. The work requires travel to sites throughout the State in order to assess the condition of the facility and determine the necessary projects and prioritization of these repair projects. This project is expected to last 3-5 years, subject to renewal annually.

POSITION DUTIES

Duties to include but not limited to:
● Internal Construction Document Design: Evaluates the program letter and project justification
submitted by the facility. Creates bid documents in coordination with the
using agency to include specifications/project manual. Assembles
bid documents and submit for solicitation. Manages projects through bid
process, construction, and substantial completion. Completes all
appropriate documents associated with the project.

● Contract Approval/Construction:
Prepares appropriate agenda items for approval of contract in accordance
with MD Procurement Regulations. Manages and/or coordinates projects with
the using agency and DGS Construction Division during the construction
phase to assure completion of project in accordance with specifications.
Develops and manages all approved and assigned emergency projects.
Approves changes as necessary to the scope of work, reviews and approves
proposed change orders and approves any additional funding in accordance
with DGS procedures. Maintains electronic PCO/Change Order Log in project
folder drive. Reviews and approves invoices within 3 days of receipt.

● Procurement Actions: Prepares bidding documents incorporating the A/E construction
design into the DGS procurement package. Coordinates the advertising date,
the pre-bid date, and the bid date between the DGS Procurement Office, and
the using agency and submit package for procurement.

● Professional Services Construction Document Design: Manages the A/E design contract to assure
coordination between the A/E and the using agency to obtain a design that
matches the project justification and meets the standard for the industry
for construction. Evaluates and requests changes as necessary on all A/E
submittals. Conducts CD review meetings. Reviews/Approves estimates prepared by
A/E.

● Design or A/E Selection, Negotiation and Management: Evaluates the program letter and project
justification submitted by the facility to determine what if any
professional A/E service is required. Involve the using agency throughout
the selection and design process. Negotiates the A/E fees and obtain
procurement approval as required.

● Meetings/Miscellaneous: Attends all meetings as necessary, resolving
issues and providing project management insight. Processes invoices in
accordance with regulations. Reviews documentation as submitted and
approve as necessary.

MINIMUM QUALIFICATIONS

Experience: Six years of experience, two years of experience as an Engineer in the building construction, renovation or maintenance fields and an additional four years of experience performing maintenance or construction engineering work in facility and maintenance system work.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree in engineering from an accredited college or university and two years of experience as an Engineer in the building construction, renovation or maintenance fields for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps classifications or Construction Engineering Technician, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Applicants must possess the following additional
qualification(s) to be considered. Include clear and specific
information on your application regarding all qualifications.

Two
(2) years of experience in construction project management, construction cost
estimation, project cost analysis, preparing cost estimates, preparing project
specification and evaluating A/E schedules, estimates and project scope

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the
following preferred qualification(s). Include clear and specific
information on your application regarding all qualifications.

● Two (2) years of experience in capital budgeting.
● Two (2) years of experience developing rough order of magnitude
estimates.
● Two (2) years of experience reviewing A/E prepared estimates.


Two (2) years of experience providing cost-related technical review comments on
project plans and documents

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the
State Employee and Retiree Health and Welfare Benefits Program, have a current
employment contract and work 30 or more hours a week (or on average 130 hours
per month) may be eligible for subsidized health benefits coverage for
themselves and their dependents. As a contractual employee, you will be
responsible for paying 25% of the premiums for your medical and prescription
coverage, including any eligible dependents you have enrolled. The State of
Maryland will subsidize the remaining 75% of the cost for these benefits. You
can also elect to enroll in dental coverage, accidental death and dismemberment
insurance, and life insurance, but will be responsible to pay the full premium
for these benefits.

Leave may be granted to a contractual employee who has worked
120 days in a 12-month period. This leave accrues at a rate of one hour for
every 30 hours worked, not to exceed 40 hours per calendar year.
