Purpose
The CADD and GIS Technician 3 conducts updates and
maintenance of Milwaukee Water Works (MWW) mapping and the Geographic
Information System (GIS), and prepares and designs engineering construction
drawings and plans using Computer-Aided Design and Drafting (CADD) software for
the MWW Capital Improvements Program (CIP).
Essential Functions
GIS DATA MANAGEMENT
Create, modify and oversee GIS workflows.
Develop and maintain mapping applications in collaboration
with the MWW GIS Developer - Senior.
Maintain Engineering GIS standards and records of all map
updates, plan as-builts and other revisions.
Train CADD and GIS Technicians to ensure proper maintenance
of MWW mapping and GIS.
DRAFTING AND ENGINEERING DESIGN
Use current CADD software to prepare and design capital
improvement projects, including water main replacement, lead service line
replacement, and water plant facility projects such as electrical, mechanical,
plumbing, and process systems.
Use electrical power system software to perform modeling and
preliminary analysis of electrical systems.
Perform layout and design of automation control cabinets
using current automation software.
Train CADD and GIS Technicians to ensure proper drafting and
design standards are followed.
PERMIT REVIEW
Perform permit review using the City of Milwaukee
computerized permit system.
Ensure completeness of the review to protect MWW
infrastructure from encroaching/conflicting structures, proposed installations
and construction methods.
Prepare as-built plans, records, and water service
connection reports and respond to Digger's Hotline requests.
Train CADD and GIS Technicians to ensure proper permit
review and hotline responses.
RECORDS AND RESEARCH
Request, record and maintain survey and utility locate requests
for Engineering capital improvement projects.
Maintain the electronic filing of engineering plans and maps,
and associated data.
Develop and maintain utility security system drawing
records.
Review and modify Engineering drafting and design standards.

Must be able to stoop, kneel, crouch, perform repetitive
motions, and lift up to 10 pounds occasionally.
Minimum Requirements
Four years of municipal or utility engineering technician
experience as an Engineering Technician or a CADD and GIS Technician, which includes
two years of experience using CADD and/or GIS software performing drafting,
design, and GIS map update duties related to the essential functions listed
above.
Valid driver's license at the time of appointment and
throughout employment.
Equivalent combinations of education and experience may also
be considered.
NOTE: College-level engineering curriculum courses, for
which an average grade equivalent to "C" was earned, may be substituted for up
to two years of the required experience. Substitution will be made on the basis
that five credits equals three months of experience, and no substitution will
be made for fewer than five credits.

Desirable Qualifications
Associate degree in Civil Engineering Technology.
Knowledge, Skills, Abilities & Other Characteristics
TECHNICAL
Skill in effectively utilizing CADD software.
Skill in effectively utilizing GIS software.
Ability to train and familiarize new CADD and GIS
technicians with various types of drafting and mapping work assignments.
Ability to utilize and understand City mapping layers and
GIS data sets and understand legal descriptions.
Knowledge of mathematical calculations used for drafting and
design.
Knowledge of construction practices.
Skill in updating and maintaining engineering records,
engineering databases, and plat pages.
Proficiency using standard computer applications, including
Microsoft Office.
Ability to produce accurate and detailed plans, drawings,
maps, and diagrams for various types of construction projects using CADD and
GIS software.
Ability to read and interpret technical job-related
documents such as construction drawings, technical drawings, and
specifications.
COMMUNICATION AND INTERPERSONAL
Written communication skills, including the ability to write
technical reports and business correspondence.
Verbal communication skills in order to effectively
communicate with internal and external customers.
Ability to develop and maintain effective working
relationships with managers and colleagues.

Current Salary
The current salary range (Pay Range 3TN) is $63,648-$87,738 annually,
and the current resident incentive salary range for City of Milwaukee residents
is $66,194-$91,247 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
