Job Description

DEFINITION
Under the general supervision of the Director of Payroll, an employee in this class provides assistance to the Director of Payroll with the management of daily operations in the Central payroll unit. This position serves and supports the Payroll Director in a consultative capacity in interpreting and implementing payroll rules and regulations and laws affecting employees. Administrative and technical supervision is received from the Director of Payroll through meetings regarding policy determinations, discussions of unusual problems and analysis of program results. This position requires a confidential relationship to a policymaker. An employee in this position assumes the responsibilities of the Payroll Director in his/her absence.
DUTIES (NOT ALL INCLUSIVE)
Oversees the processing of bi-weekly payroll for the central government to include the review of final file.
 
Manages the reconciliation of the payroll to the general ledger, federal and local accounts.

Performs year-end processing to include oversight of the reconciliation and distribution of W-2Vs.
 
Reviews the payroll processes in STATS system.
 
Provides reconciliation and clean-up of ACH returns.
 
Ensures all federal and local reporting are completed and disseminated timely to include federal and local tax reporting and collection.
 
Oversees the compilation and dissemination of audit and other special requests.
 
Administers various payroll training to stakeholders as necessary
 
Works closely with departments and agencies to align processes with established policies and procedures.
 
Provides administrative supervision to employees of the division.  Performs other related duties as required.
 
MINIMUM QUALFICATIONS
Bachelor’s Degree from an accredited college or university in accounting, finance, business administration, or a related field and two (2) years of responsible administrative experience including processing of payroll. 
OR

Associate Degree in business management, accounting, or a related field and four (4) years of responsible administrative experience including processing of payroll.
FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION
 
Knowledge of the regulations and procedures applicable to disbursing and reporting on payroll matters.  Ability to interpret and apply laws and regulations applicable to the collection and disbursement of funds.  Knowledge of departmental rules, regulations, laws, acts relative to payroll activities.  Ability to establish and maintain effective working relationships with subordinates and the general public.  Ability to make oral and written presentations clearly and concisely.  Ability to analyze payroll and financial reports and administrative problems and to make sound recommendations based on findings. 
FACTOR 2- SUPERVISORY CONTROLS
Supervision is received by the Director of Payroll who reviews work for compliance and adherence to established guidelines, policies and procedures, and standard regulations. The employee performs work independently and difficult or unusual situations are discussed with the Supervisor for appropriate action. 
FACTOR 3- GUIDELINES 
 
Guidelines includes V.I. Codes, Acts, Policies, Regulations, Leave Balance Manual, and Social Security Instruction Form.
FACTOR 4- COMPLEXITY
Employee must use initiative and personal judgment to interpret and explain laws, regulations, and procedures to employees.
 
FACTOR 5- SCOPE AND EFFECT
The purpose of work is to assist in the operations of the Payroll Division for the department and to assist in all payroll matters that may arise.
FACTOR 6- PERSONAL CONTACTS
Contacts are with directors, supervisors, and employees of own agency as well as other various departments via telephone, emails, meetings, or direct contact. 
FACTOR 7- PURPOSE OF CONTACTS
Contacts are made to obtain and exchange information and to discuss issues that are pertinent to the efficient operation of the office.
FACTOR 8- PHYSICAL DEMANDS
Work is mostly sedentary but may frequently require light physical effort.
 
FACTOR 9- WORK ENVIRONMENT
Work is performed in an air-conditioned office setting.
