The mission of the Health Benefit Exchange Authority is to implement a health care exchange program in the District of Columbia in accordance with the Patient Protection and Affordable Care Act (PPACA) of 2010 and the District of Columbia Health Benefit Exchange Authority Establishment Act of 2011, thereby ensuring access to quality and affordable health care to all District of Columbia residents.This position is located in the District of Columbia at the DC Healthcare Benefit Exchange Authority (DCHBX). The Assistant Director for Software Development is in a leadership role, accountable for the successful delivery of the strategic software and IT support infrastructure for HBX.Duties and Responsibilities The incumbent is regarded as a technical advisor, providing analysis and recommendations to the Director of Information Systems, and providing direction and leadership to his or her team, to deliver best-in-class technology solutions for HBX. The Assistant Director plans, designs, oversees, and executes software development activities for HBX; and identifies new innovations to serve HBX customers, and advocates for funding and prioritization of new projects. The incumbent helps the CIO by being in charge of product delivery of software enhancements and application maintenance, coordinating Business and IT deliverables. The Assistant Director works with the CIO in product delivery of software enhancements and application maintenance, coordinating Business and IT deliverables.Manages and leads the software development and application maintenance initiatives; and the IT team to deliver software, infrastructure and architecture that meet the needs of users. This includes overall project management and oversight, strategic planning, oversight of implementation and deployment of technical solutions, and oversight of the implementation of technical operations and maintenance support. Develops and delivers a strategic technological vision and direction for HBX. Creates, implements, and maintains a continuous improvement plan for software development and IT infrastructures. Ensures that technology standards and best practices are maintained across the organization.Ensures effective internal communications both within the software development team and across the organization. Ensures that the skills and experience of software development and IT team are consistent with its technological and business needs for providing quality in present and future services. Partners with the CIO in leading forward development of the business team's software enhancement and application maintenance priorities, properly accounting for other IT priorities (including communications, legal, etc.), provides clear guidance to the IT team on prioritization for IT projects, and develops and manages a plan for tracking progress on IT projects. Creates documents to brief the DCHBX executive board and relevant committees on the IT development priorities, progress in launching them, and relevant information for budgetary considerations. Leads major business innovation initiatives including: the review of the technical systems; strategic planning, business oversight of the design, implementation and deployment for enterprise, web portal and mobile application suites; business oversight of enterprise architecture, and project and program management for large-scale, next-generation software.Qualifications and EducationSpecialized Experience - Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. Duration of Appointment: This is an at-will Manager Supervisory Service (MSS) position.Position Destination: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, Suitability - Security. This position is classified as "security sensitive" due to the position's duties and responsibilities. Security-sensitive positions are positions of special trust that may be reasonably expected to affect the access to or control of activities, systems, or resources subject to misappropriation, malicious mischief, damage, or loss or impairment of control of communication. The Consumer Affairs Manager Collaborates with external partnership(s) with various units of the Department of Insurance, Securities and Banking (DISB), which currently regulates financial-services businesses in the District, including insurance companies, insurance producers, and health maintenance organizations, and interfaces with health plans, producers, other service providers, and key industry stakeholder groups regarding Exchange development, implementation, and ongoing operations. Additionally, performs strategic planning processes, specifically identifying HBX's annual strategic goals and objectives as it relates to individual and family coverage programs, and represents the agency in meetings regarding Qualified Health Programs and/or marketing of individual health plans with high-level insurance industry representatives, consumer advocate groups, stakeholders, vendors, individuals needing health insurance coverage, employer organizations, and high-level District and federal government officials. Lastly, incumbent works effectively with Exchange team members to define high-level customer requirements for the entire customer experience, including content, website portal design and functionality, delivery and distribution options, quotation, enrollment, fulfillment, pricing, billing, and account management and servicing. Investigates consumer, navigator, broker/consultant issues surrounding Exchange projects and services.Residency Requirement: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years.
