Manages and oversees the department’s Purchase Request (PR) process, serving as primary controller for department purchasing
Keeps the department in compliance with state policies and regulations by maintaining SAM II and MOVERS accounting
Performs monthly fund reconciliations
Serves as SAM II Financial and MOVERS ERP Subject Matter Expert (SME) for the department
Maintains the Internal Control Plan for the department and ensures compliance regarding the department’s policies and procedures for fiscal operations
Serves as SAM II and MOVERS administrator for the department, including access for department staff and staff at public institutions of Higher Education
Serves as Missouri Buys administrator for the department, including implementation, new user set up, deleting users, and Missouri Buys compliance, tracking and reporting
Supervises staff in an objective and respectful manner
Directs and oversees the processing of accounts payable/receivable in SAM II and MOVERS
Monitors and analyzes expenditures to ensure appropriate allotments, budgets and balances are maintained
Oversees the preparation of reports on account balances and projections, and reviews expenditure trends to project future budget needs, particularly for the financial management of DHEWD and funds appropriated to Institutions of Higher Education (IHEs)
Conducts ad hoc expenditure research to develop cost estimates associated with new decision items and fiscal notes
Enter and manage ITSD tickets for the purchase of systems and hardware for the department
Serves as liaison with the State Auditor’s office for annual state audit
Assists in the preparation of portions of the annual fiscal/budget reports and requests to be submitted to the Coordinating Board for Higher Education (CBHE), Governor, and General Assembly, including the development of supportive narrative justification
Manages department’s fixed assets
Supervises the identification and resolution of problems with DHEWD expense reports and invoices before payments are made
Conducts and/or directs compliance reviews of DHEWD expenditures to ensure compliance with state and federal laws, rules, policies, procedures and guidelines
Communicates with department staff and other state agency staff on issues relating to the DHEWD financial management section and attends the Financial Managers Advisory Committee (FMAC)
Assists in the development of the cost allocation plan, internal budgets, ACFR/SEFA/CMIA and other required state reports and ensures fiscal tracking and management of all SAM II document types, including corrective JV/JVRs, etc.
Perform other related work as assigned
Demonstrate regular and reliable attendance

Beneficial education and/or work-related experience includes technical or professional experience in accounting, business, finance or public administration or closely related area.
Preferred experience includes
5 years or more of progressively responsible experience in SAM II Financial
Supportive skills include: knowledgeable in
principles and practices of budget and accounting administration, particularly as they relate to governmental procedures, practices and objectives and knowledge in
the
State
of
Missouri’s
SAM
II
Financial
System,
Code
of
State
Regulations
related
to
fiscal
and procurement activities, Uniform Guidance, and Government Auditing Standards preferred

Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is beneficial
