Application must be completed in full.Position Summary: Project and Construction Management Director, Project and Construction Management Exempt I This role is responsible for capital projects delivery and collaborative stakeholder relationships with terminal area leads and other staff in developing and executing the infrastructure project portfolio.Directs, manages development and executes the area project portfolio and is the primary point of contact with internal stakeholders and suppliers for all projects within a defined terminal boundary (eg Multipurpose Cargo, Container terminals), identifying and pursuing opportunities for capacity development and optimization by proactively engaging strategy, planning, finance, operations and maintenance and other stakeholders.Leads teams of Project Managers (PM), Construction Managers (CM), Inspectors and other staff assigned in design and construction of capital projects and programs, including conceptual definition; engineering design; project scopes, specifications, schedules and cost estimates; procurement packages; construction, commissioning and handover of assets plus tracking project progress versus target costs and schedule, and facilitating issue resolution. Performs and leads others in project and construction management functions associated with all phases of a project, directing consultants, vendors, and contractors engaged in civil, structural, electrical, marine engineering, telecommunications, security, architecture, and other aspects. Works with budget owners, internal stakeholders, assigned staff, and other stakeholders to successfully execute the project development process.With and through team members, assigns project responsibilities and holds respective parties and self-accountable for successful completion. Supports Infrastructure department directors and chief, and internal stakeholders, in execution of business and technical strategies. Key Responsibilities/Duties:Manage and Negotiate Projects and Portfolio Development and DeliveryLeads all aspects of the capital projects portfolio within assigned area and assigns resources to each project to optimize completion within priorities and fiscal constraintsActs as a member of PCM senior management team, coordinating common issues and resource allocations while implementing best management practicesWorking as a management and technical professional and through assigned resources, oversees projects from planning through delivery, meeting the needs of the budget owners that are compliant with the Texas Water Code and Professional Practices Tracks and reports performance through data analysis and monitoring Key Performance Indicators (KPI's), measurable cost benchmarks, and vendor quality managementReviews and coaches project team members' work for technical completenessPrepares and reviews others' technical documentation and final reports for quality Reviews designs, drawings, specifications, estimates, and reports necessary for the preparation of construction documents and project solicitation packages. Evaluates proposals from consultants and contractors and negotiates scope, time and prices of work and contracts to ensure fair and equitable outcomes aligned to Port Houston policiesUses Port Houston project management systems and best practices, recommends and supports process improvements and efficiencies Electrical, Marine, Telecommunications, Construction Management, etc.Maintains knowledge of state of the art practices, trends, and innovations for project and construction managementOversee technical documentation and final reports covering various aspects of projects and ensure that an accurate and comprehensive package is advertised for procurementMaintains field presence with site visits, understanding asset conditions, and leads in the development of project recommendations and repairs Leads, mentors and manages a team of direct reports and matrixed connections related to the area portfolioEnhance Internal Stakeholder Relationships, Shared Goals and Collaborative PlanningServes as the primary point of contact for area/terminal stakeholdersFacilitates outreach to coordinate, communicate, inform and negotiate with others to promote alignment across planning, operations, maintenance and project executionPrepares and presents detailed reports, presentations and recommendations for senior leadership, division management and internal stakeholders including highlights for division reports to senior management and Port CommissionersPrepares Requests for Commission Action and associated documentsAct in accordance with Port Houston core valuesPerform other duties as required Education/Experience:Bachelor's degree in engineering or related discipline (Civil, Structural, Marine, Electrical, etc.), Construction Management, or Architecture or related major in a public or accredited private academic institution requiredMaster's degree preferred10+ years of relevant experience with progressive responsibilities preferred, including:~5+ years of related professional engineering experience highly preferred~5+ years of related professional project management experience preferredProject Management Professional (PMP) Certification preferredTexas Professional Engineer License preferredPrevious client interaction and supervisory experience leading a team requiredKnowledge, Skills, Abilities and Behaviors:Knowledge of the design and preparation of plans and technical specification writing for engineering projectsKnowledge of construction techniques and sequencesKnowledge of mathematical and scientific principles used in civil engineeringKnowledge of Port Houston professional services contracts, construction contracts and financial budgetingOrganization, time management and prioritization skillsAbility to read construction drawings and building codes and evaluate product technology by reviewing trade journals and manufacturers' recommendationsAbility to concentrate and observe details while being interrupted • Ability to meet deadlines on routine basisAbility to communicate effectively and persuasively with Engineers, consultants, surveyors, executives, outside government entities, and members of the publicAbility to perform written calculations and produce project documentationAbility to establish and maintain effective working relationshipsAbility to work without extensive direction or supervisionMust exhibit a proficiency in oral/written communications in EnglishA current, valid Texas driver's license is requiredA Transportation Worker Identification Credential (TWIC) must be obtained within 30 days of appointment, and be maintained for the duration of employment Key Competencies Required:Ability to develop and mentor others Ability to build collaborative relationshipsProject Management SkillsAbility to drive strategic directionCustomer FocusEffective CommunicationSafety & Focus Upon Quality This work site location of this job is:Executive Office Building Work Environment:The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
