Job Description

The New York State Education Department's (NYSED) Office of Performance and Information Management Services (PIMS) is seeking candidates for an Agency Safety and Health Director 1 position within the Office of Facilities and Business Services.
Under the direction of the Operations Support Manager, the Agency Safety and Health Director 1 is responsible for developing, implementing, and overseeing agency-wide occupational safety, health, emergency preparedness, and regulatory compliance programs to ensure a safe environment for employees, visitors, and the public for New York State Department of Education at approximately 60 owned and leased facilities statewide. The incumbent serves as the Department's subject matter expert on workplace safety, regulatory compliance, environmental health, emergency management, and risk mitigation. Duties of this position include, but are not limited to, the following:
• Develop, implement, and continuously improve agency-wide occupational safety, health, environmental compliance, and emergency preparedness programs to ensure compliance with applicable laws, regulations, and industry best practices;
• Serve as the Department's subject matter expert and primary advisor on workplace safety, PESH compliance, emergency management, environmental health, building code requirements, hazardous materials, workplace violence prevention, and fire and life safety programs;
• Conduct inspections, audits, and risk assessments of NYSED-owned and leased facilities; identify hazards, recommend corrective actions, monitor compliance, and oversee incident investigations and mitigation efforts;
• Oversee agency emergency preparedness and business continuity programs, including emergency action plans, evacuation procedures, drills, exercises, tenant safety committees, and emergency response coordination across all facilities;
• Manage environmental health and regulatory compliance programs, including asbestos, lead, indoor air quality, water quality, industrial hygiene, mold investigations, medical surveillance requirements, and oversight of contracted environmental services;
• Develop and deliver safety, health, emergency preparedness, and regulatory compliance training programs; promote employee awareness, hazard prevention, and workplace wellness initiatives;
• Monitor and report on agency-wide safety and compliance performance; maintain required records and documentation; coordinate regulatory inspections and audits; and develop corrective action plans as necessary;
• Provide technical review and guidance for facility projects, construction activities, renovations, and operational initiatives to ensure compliance with safety, environmental, accessibility, and code requirements;
• Serve as NYSED's liaison with regulatory agencies, emergency responders, labor unions, landlords, contractors, health and safety committees, and other stakeholders on safety, health, environmental, and emergency preparedness matters;
• Manage program budgets, contracts, and procurement activities related to safety, environmental, and emergency management services and equipment;
• Supervise professional and support staff, establish priorities, provide technical guidance, and support employee development and performance management;
• Travel statewide as necessary to conduct inspections, provide technical assistance, investigate incidents, and support agency operations; and
• Perform other duties as assigned in support of the Office of Facilities and Business Services.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
• Seven years of experience in the development and administration of occupational health and safety programs in an organization of 500 or more employees, or with multiple locations.
* Substitution - Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.
PROMOTION: Current [NYSED] State employees must have one year of permanent competitive or 55b/c service as an Agency Safety and Health Representative 2.

Section 70.4 Transfer to Agency Safety Health Director 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to this title if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SALARY GRADE 21 or higher AND have standing on the eligible list for this title.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SALARY GRADE 21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.
