The Opportunity:
CACI is seeking a strategic Senior Adoption Specialist for the United States Secret Service (USSS) contract, supporting the Department of Homeland Security. This role offers a unique opportunity to enhance national security by accelerating the acceptance and sustained use of new OCIO technologies, processes, services, and organizational capabilities that are critical to mission success.
As a Senior Adoption Specialist, you will assess readiness, identify barriers, design targeted interventions, and measure adoption outcomes to ensure that transformation investments deliver maximum value. You will collaborate closely with engagement, training, and technology teams to create adoption pathways that meet users where they are-whether in headquarters, field offices, or operational environments. Through data-driven strategies and user-centered design, you will help ensure that new capabilities are not just deployed, but embraced, utilized, and embedded into daily operations. Responsibilities:
Develop and implement comprehensive adoption strategies that accelerate stakeholder acceptance and sustained use of new OCIO technologies, processes, services, and capabilities
Design role-based adoption training pathways tailored to mission operators, field technology staff, supervisors, and leadership to ensure each audience receives relevant support and guidance
Coordinate adoption activities across OCIO divisions to ensure consistent, timely rollout of new capabilities aligned with organizational readiness
Conduct adoption readiness assessments to evaluate organizational preparedness for change and identify potential barriers to user acceptance
Analyze feedback from listening sessions, surveys, and stakeholder touchpoints to understand adoption challenges and resistance factors
Identify gaps in training, communication, or support that may impede successful adoption and recommend targeted interventions
Collaborate with training teams to deliver training-aligned engagement materials including user guides, quick-reference materials, micro-learning videos, and targeted messages for specific user groups
Develop Training & Awareness Content that supports continuous organizational learning and reinforces adoption of new capabilities
Create role-specific resources that help users understand "what's changing, why it matters, and how to succeed" with new tools and processes
Establish adoption metrics and key performance indicators (reach, utilization, proficiency, sustained use) to measure progress and outcomes
Monitor adoption trends, usage data, and user feedback to assess effectiveness of interventions
Contribute to Monthly Engagement Metrics Dashboard with adoption-specific indicators and insights
Develop targeted interventions and course corrections based on adoption data to drive continuous improvement and maximize transformation value
Facilitate stakeholder engagement through structured outreach, role-based touchpoints, and feedback loops focused on adoption challenges and successes
Partner with division chiefs, supervisors, and change champions to reinforce adoption messaging and provide hands-on support to users
Support transparency and build trust by clearly communicating the benefits, impacts, and support available for new capabilities
Help build a culture of awareness, collaboration, and shared ownership by demonstrating the value of new OCIO capabilities through adoption success stories and use cases
Identify and cultivate early adopters and champions who can model desired behaviors and influence peers
Reinforce positive adoption behaviors through recognition, feedback, and continuous engagement
Qualifications:
Required:
Bachelor's degree + 8 years of relevant experience in adoption strategy, change management, organizational development, training, or related fields; equivalencies considered (14 years of experience with no degree, AA + 10 years' experience, MA + 5 years' experience)
Ability to obtain a Public Trust clearance
Demonstrated success developing and implementing adoption strategies for technology, process, or organizational change initiatives
Strong understanding of user adoption principles, behavior change models, and adult learning theory
Experience conducting readiness assessments and designing interventions to address adoption barriers
Ability to analyze adoption metrics and translate data into actionable insights and recommendations
Excellent communication and collaboration skills with ability to influence stakeholders at all levels
Desired:
Current Public Trust clearance
Experience supporting federal government IT or organizational transformation programs, particularly within DHS or law enforcement agencies
Background in change management methodologies (Prosci, ADKAR, Kotter, or similar)
Experience developing training and enablement content (user guides, videos, quick-reference materials)
Familiarity with ITIL, ServiceNow, or IT service management adoption initiatives
Knowledge of learning management systems (LMS) and digital adoption platforms
Certifications in Change Management, Training & Development, or Organizational Development
Experience with data analysis and visualization tools (Power BI, Tableau, Excel)
Proven ability to work effectively with diverse user groups including field staff, supervisors, and leadership
Strong facilitation and presentation skills
Experience measuring and reporting adoption outcomes and ROI
