Job Description
Under the general direction of the Commissioner or Assistant Commissioner, this position isresponsible for assisting with planning, organizing, directing, and coordinating all functions ofan accounting, budgetary, fiscal, personnel, and operational nature related to the program. Theseactivities typically involve program planning, allocation of responsibilities to organizationalcomponents, monitoring the internal activities of these components, and coordinating theirachievements to ensure the overall objectives of the program are met. This role is also on call toconfer on client-related emergencies, if necessary, during non-traditional working hours.Incumbent shall be responsible for and participate in the formulation and determination ofpolicy, programs, and activities within the area of supervision. This position requires aconfidential relationship to a policymaker.Assists with planning, organizing, and directing programs to ensure the efficient andeffective operation of the division in accordance with applicable rules, laws, regulations, andpolicies.Assists in preparation of budget estimates for the program operation.Recommends budgetary priorities and controls on expenditures.Ensures adherence to governmental and departmental policies and procedures at theprogram.Assists with implementing recommendations from territorial audit reports.Provides direct supervision to program supervisory staff and reviews and signs all employeeperformance ratings.Consults with federal and local officials on funding, legislative, interagency, and otherrelevant matters, as required.Represents the department at meetings, seminars, conferences, and on boards andcommissions.Reviews progress reports, conducts both announced and unannounced site visits to allprograms and institutions and prepare comprehensive reports.Participates in interviewing and selecting staff, making recommendations for hiring.Assists the training division in designing and evaluating training programs based on staffneeds.Analyzes departmental goals, accomplishments, and priorities through ongoing appraisal ofstaff workload.Supervises the preparation, certification, and submission of time and attendance records forprogram staff.Performs other related duties as required.Master's degree from an accredited college or university in Social Work, Public Administrationor a related field and five (5) years of experience in child protective services and child welfare,including two (2) in supervisory capacity.FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITIONKnowledge of departmental policies and procedures and federal rules and regulation relevant tothe program.Knowledge of data systems.Skill in mathematics concepts and accounting principles.Skill in computer operations, software applications, and database.Skill in leadership and organizational development.Ability to provide directions to divisional supervisors.Ability to interpret and understand complex procedural and general rules and policies, applythem to eligibility determination, and translate federal and program rules and regulations as theyapply to clients.Ability to translate the federal and program rules and regulations as they apply to clients.Ability to provide direction to divisional supervisors and District Managers on statutorymandates, as well as to engage with the Court on legislative and statutory matters specific to themandatory actions, timelines, and requirements of child protective services or child welfare.Ability to communicate effectively through oral and written presentation.Ability to establish and maintain effective working relationships.Ability to plan, organize, and work independently with moderate supervision.Ability to maintain confidentiality with sensitive information and data.Ability to prepare reports, manage budgets, and conduct performance evaluations.Ability to work collaboratively with internal divisions, auditors, vendors, and regulatory bodies.FACTOR 2- SUPERVISORY CONTROLSWorks is supervised by the Assistant Commissioner who allows the incumbent to defineworkload within broad guidelines. Work is reviewed through reports submitted and conferencesto discuss the issue and concerns.FACTOR 3- GUIDELINESGuidelines include organizational policies and federal regulations concerned with theimplementation of the program. Interpretation and judgment are required to apply theseguidelines to specific situations.FACTOR 4- COMPLEXITYWork involves determining eligibility, investigation, computation, record keeping, and dataentry. Decision-making is based on established guidelines for program eligibility. Reports aregenerated based on the number of applicants served and the type of care provided.FACTOR 5- SCOPE AND EFFECTThe purpose of the work is to plan, organize, direct, and coordinate all budgetary, fiscal,personnel, and operational functions of the program. This impacts the overall effectiveness andsuccess of intake and emergency services.FACTOR 6- PERSONAL CONTACTSContacts are Commissioners, division staff and professionals, co-workers, applicants, families,and employees from other agencies.FACTOR 7- PURPOSE OF CONTACTSContacts are made to plan, coordinate, and advise on work or actions related to the program,involving communication with partner agencies engaged in child protection as well asindividuals and families in need of emergency welfare services.FACTOR 8- PHYSICAL DEMANDSWork is primarily sedentary, requiring no unusual physical demands.FACTOR 9- WORK ENVIRONMENTWork is performed in an office setting as well as on the field.
