Job Description

Under the general direction of the Commissioner or Assistant Commissioner, this highlyresponsible administrative and complex management position is responsible for planning,organizing, directing and coordinating all functions of a budgetary, fiscal, personnel, andoperational nature for the Intervention and Prevention units, to include the YRC detentionfacility and any other residential facility as may fall under the jurisdiction of the Division ofIntervention and Prevention Services formerly the Division of Juvenile Justice.Incumbent shall be responsible for and participate in the formulation and determination ofpolicy, programs, and activities within the area of supervision. This position requires aconfidential relationship to a policymaker.Plans, organizes, and directs all programs to ensure proper management and operation of theunit within the existing framework of local and federal laws, policies and regulations.Develops policies, procedures, rules and regulations applicable to juvenile prevention andmanagement practices.Maintains a safe and secure facility environment that promotes public safety, education andtreatment of offenders.Provides daily on-site supervision of the Youth Rehabilitation Center (YRC).Oversees the maintenance of the physical plants in accordance with applicable standards.Develops, executes, and maintains division goals and objectives in alignment with thedepartmental strategic plan.Stays informed of new technology and best practices within the field and implements them in VIprograms as feasible.Maintains knowledge of new technology and best practices within the field and as feasibleimplements the same within VI programs.Plans, develops, and implements integrated security and treatment programs.Develops and implements services and improvements within programs.Oversees budget operations and fiscal management by developing budgets, controllingexpenditures, and establishing resource priorities.Communicates governmental and departmental policies and procedures, ensures adherence at thedivisional level, and, with pre-approval from the Assistant Commissioner and Commissioner ofthe Department of Human Services.Supervises the preparation, certification, and submission of time and attendance records forall divisional staff.Provides direct supervision and evaluation of divisional administrative and supervisorystaff, reviews and signs off on all employee performance ratings for divisional staff.Represents the department at meetings, seminars, conferences, and boards and commissionsas directed by the Assistant Commissioner.Prepares and monitors monthly progress reports on unit operations for distribution to theAssistant Commissioner.Implements annual training plans for personnel of the division.Performs other related duties as required.Master's degree from an accredited college or university in Criminal Justice Administration,Social Work, Public Administration, or a related field, and five (5) years of experience within asecured juvenile residential facility with a mental health population, juvenile justice, or childwelfare to facilitate effective supervision of intervention units, including two (2) years in asupervisory capacity.FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITIONKnowledge of departmental policies and procedures and federal rules and regulation relevant tothe program.Knowledge of data systems.Skill in mathematics concepts and accounting principles.Skill in computer operations, software applications, and database.Skill in leadership and organizational development.Ability to provide directions to divisional supervisors.Ability to interpret and understand complex procedural and general rules and policies, applythem to eligibility determination, and translate federal and program rules and regulations as theyapply to clients.Ability to translate the federal and program rules and regulations as they apply to clients.Ability to engage with the Court on legislative/statutory matters specific to the legal rights andappropriate handling of juveniles.Ability to communicate effectively through oral and written presentation.Ability to establish and maintain effective working relationships.Ability to plan, organize, and work independently with moderate supervision.Ability to maintain confidentiality with sensitive information and data.Ability to prepare reports, manage budgets, and conduct performance evaluations.Ability to work collaboratively with internal divisions, auditors, vendors, and regulatory bodies.FACTOR 2- SUPERVISORY CONTROLSWork is supervised by the Assistant Commissioner who allows the incumbent to workindependently. Incumbent keeps the supervisor informed and when complex issues arise, thesupervisor provides assistance and guidance. Work is reviewed for overall effectiveness andcontribution to management's goals.FACTOR 3- GUIDELINESGuidelines include organizational policies and federal regulations concerned with theimplementation of the program. While generally applicable, the guidelines requireinterpretation and judgement to apply to situations.FACTOR 4- COMPLEXITYWork is administrative and complex management that varies, including determining eligibility,investigation, computation, record keeping, and data entry. Decision making is based on theguidelines established for program eligibility. Reports are based on the number of applicantsserved and the type of care selected.FACTOR 5- SCOPE AND EFFECTThe purpose of the work is to plan, organize, direct, and coordinate all budgetary, fiscal, personnel,and operational functions for the Intervention and Prevention units. This impacts the overalleffectiveness and success of intervention and prevention services, including both secure andnonsecure juvenile residential settings.FACTOR 6- PERSONAL CONTACTSContacts are Commissioners, division staff and professionals, co-workers, applicants andemployees from other agencies.FACTOR 7- PURPOSE OF CONTACTSContacts are made to plan, coordinate, and advise on work or actions related to the program.FACTOR 8- PHYSICAL DEMANDSWork is primarily sedentary in nature, requiring no unusual physical demands.FACTOR 9- WORK ENVIRONMENTWork is performed in an office setting involving contact with individuals entering thedepartment facilities and grounds.
